The Housing Committee approved the introduction of arresting debtors for systematic non-payment of alimony

On January 19, the committee of the Jogorku Kenesh responsible for finance, budget, and entrepreneurship development approved amendments to the legislation concerning enforcement proceedings.

Deputy Attorney General Umutkan Konkubaeva noted that the new legislation will stipulate that parents evading the payment of alimony established by the court for the maintenance of children or disabled adult children, when arrears exceed three consecutive months or a year, may face arrest for a period of three days.

Repeated offenses are punishable by arrest for seven days.

Additionally, the non-payment of alimony by able-bodied children towards disabled parents for three months may lead to a similar three-day arrest.

Furthermore, the Prosecutor General's Office proposes to allow private bailiffs to demand the enforcement of court decisions.

Deputy Elvira Surabaldiyeva recounted a case where a citizen, who was diligently paying alimony, encountered problems when trying to leave the country.

She emphasized that the bailiffs had all the necessary information about his whereabouts but failed to notify him of the travel ban. "When he was about to leave, it turned out that the bailiff colluded with his ex-wife to prevent his departure. What measures will be taken against the bailiffs?" she asked.

As a result of the discussion, the committee unanimously supported the bill in the first reading.
