Dastan Bekeshev, a deputy of the Jogorku Kenesh, proposed to abandon the existing alimony system and implement a new model of state assistance for children whose parents are divorcing.

According to Bekeshev, the current system of alimony collection is ineffective and often does not provide children with the necessary means for living.

“When a child is born, in the event of a divorce, a minimum amount of payments should be established. The state should pay these funds itself in the form of benefits, for example, five or ten thousand soms per month. Thus, the man will become a debtor to the state. We need to transition to such a system. If a person becomes a father, he must think in advance about how to provide for the child. Otherwise, it turns out that everyone is to blame except him. He must bear responsibility,” the deputy noted.

This initiative was supported by Umutkan Konkubayeva, Deputy Attorney General, who also expressed the opinion that the introduction of such a system could lead to negative social consequences.

According to her, such a measure could reduce the desire of young people to marry and start families.
