
In its first reading, the bill to revise traffic rules and the operation of tow trucks was approved by the Jogorku Kenesh. Deputy Dastan Bekeshev, the initiator of the changes, proposes to radically change the approach to punishing drivers and legalize small two-wheeled vehicles.
According to the new amendments, the towing of cars should be applied only in extreme cases, rather than as a common practice. Bekeshev emphasizes that taking a car to a impound lot is acceptable only in situations where it creates a real obstacle to traffic or blocks the passage of emergency services. In other cases, in the deputy's opinion, inspectors should limit themselves to imposing fines, avoiding unnecessary inconveniences for car owners.
Another significant innovation in the project is aimed at combating corruption. It is proposed to introduce permissible levels of alcohol content in drivers' blood, which will help avoid unjustified penalties for consuming kefir or alcohol-containing medications.
The document also emphasizes the attention on moped and motorcycle owners. Bekeshev insists on their full legalization through mandatory registration and issuance of state license plates. Currently, many such vehicles are operated without the necessary documents, making it difficult to identify those at fault in the event of an accident. The deputy also noted the importance of legally separating pedestrians and electric scooter users, emphasizing that a separate legal status for means of individual mobility is required to ensure safety on sidewalks and roads.
