Dastan Bekeshev proposes to legalize motorcycles and regulate car towing

Deputy of the Jogorku Kenesh Dastan Bekeshev has proposed an initiative to legalize motorcycles and organize the process of vehicle evacuation. These proposals were voiced in his Telegram channel as part of the legislative project "On Amendments to Certain Legislative Acts on Road Traffic Safety."

In particular, he suggests clearly defining the circumstances under which vehicle evacuation can be carried out.

“Currently, such rules are absent. The business engaged in evacuation is thriving, as the cost of the service is 1,600 soms for moving a car 3-5 or 7 kilometers. At the same time, damage to the vehicle may occur, for which no one is held responsible. Evacuation is necessary, but only in exceptional cases, for example, when a car obstructs emergency services or is parked in prohibited areas,” he explained.

Bekeshev also proposed to establish thresholds for determining the state of intoxication.

“When consuming medications or kefir, the breathalyzer may show the presence of alcohol, even though the driver is actually fine. These thresholds are necessary to prevent abuses by law enforcement,” the deputy added.

Bekeshev also urged the government to legalize mopeds and motorcycles, followed by their state registration and issuance of license plates.

“There are many mopeds and motorcycles in the country that were imported without documents or with inaccurate data on power and engine displacement. This leads to numerous accidents involving such vehicles, and finding the owner becomes extremely difficult. We need to restore order on the roads. Additionally, I strongly recommend not equating means of individual mobility, such as scooters, with pedestrians; this is unacceptable,” he emphasized.

It is worth noting that the bill was adopted in the first reading.
