The Cabinet will tighten penalties for drunk driving and require the registration of mopeds.
Currently, a bill concerning changes to traffic rules is being discussed in the Jogorku Kenesh.
This bill strengthens accountability measures for operating vehicles under the influence of alcohol or drugs. In the event of serious consequences for offenders, probation is excluded. Additionally, prison sentences are increased, and mandatory revocation of driver's licenses is introduced. Penalties for refusing to undergo medical examination and speeding in areas with installed cameras are also tightened.
Furthermore, the initiative equates mopeds to mechanical vehicles, which requires their mandatory registration. Now, a driver's license is required to operate a moped of category "A1." These changes are aimed at reducing the number of traffic accidents and enhancing road safety.
Deputy Dastan Bekeshev noted that under this bill, scooter users will be considered pedestrians. The authors of the document divided people into drivers and pedestrians, with the latter category expanded to include users of strollers and scooters. Bekeshev also emphasized the need to create separate lanes for scooters to ensure pedestrian safety.
