
Including proposing the initiation of a criminal case for traffic accidents, even if there were no victims
During the discussion of the draft law on tightening penalties for driving under the influence, Deputy of the Jogorku Kenesh Bolot Ibragimov emphasized that merely increasing prison sentences is not enough. He also suggested raising the amount of fines.
In addition, Ibragimov expressed the idea of stricter penalties for repeat offenses — the revocation of driver's licenses should be lengthy. He also proposed sending offenders to community service.
The deputy also suggested increasing the rewards for employees of the State Traffic Safety Department (GUOBDD) who identify drivers under the influence of alcohol, from the current 10% to 20-30% of the imposed fine amount. In his opinion, this will help activate efforts to identify offenders and reduce corruption.
Ibragimov added that even in cases of traffic accidents that occur while under the influence without victims, a criminal case should be initiated.
