Deputy Criticizes Extension of Training Periods in Driving Schools to 10–12 Months

At the meeting of the Jogorku Kenesh, Deputy Bolot Ibragimov raised the issue of the reasons for the increased duration of driver training.
He clarified why training can now take up to 10–12 months. In response, the director of the State Center for Registration of Motor Vehicles and Driver Personnel, Tynchbek Saidov, explained that this decision was made as part of an initiative by an interagency working group aimed at improving the quality of training. According to him, the changes are intended to enhance the training level of both drivers and other road users, which, in turn, should improve road safety.

Saidov also emphasized the importance of raising driving culture and the ability of drivers to cope with psychophysiological loads and stressful situations on the road.
However, Ibragimov expressed doubts about the necessity of such long training periods, noting that such practices are not applied in other countries around the world. He believes that the main causes of traffic accidents are not the insufficient duration of training, but the corrupt schemes that have existed in the area of obtaining driver's licenses for many years.

“People were not just inadequately trained or received poor-quality training — they were essentially buying driver's licenses. The state is to blame here, not those who will now face additional difficulties,” the deputy stated.
Ibragimov added that this approach needs to be reconsidered, as he believes it is fundamentally flawed.
