At a meeting of the Jogorku Kenesh, deputy Altynbek Kylychbaev raised a number of social issues concerning the Jalal-Abad region.

In his speech, he drew attention to the problem of the lack of kindergartens in the village of Lavdan-Kara, which became part of the city of Manas during the administrative reform. The village is divided into two sides of the main Kurmanbek street: on one side, there are about 500 households, while on the other side, there are more than 1000.

Kylychbaev noted that to solve the problem, it is necessary to build at least two kindergartens. While there is a suitable plot of land for construction on the side with 500 households, there is no land for a kindergarten on the other side, where more than 1000 households reside. The residents expressed hope for a resolution regarding the allocation of land.

Additionally, the deputy raised the issue of the village of Totiya, located in the Barpin rural council of the Suzak district. As the deputy reported, local residents have begun to build a gym with their own efforts, having already constructed the walls and covered the roof, but they lack the funds to complete the project. Kylychbaev called for assistance in bringing this project to completion.

He also highlighted the situation in the village of Zhar-Kyshtak, where the Babur School, built in 1980 and designed for 720 students, is located. Currently, more than 2,500 children are studying at this school, necessitating classes to be held in three shifts. The deputy proposed considering the possibility of constructing an additional building for the school.
