President Sadyr Japarov drew attention to one of the most pressing issues raised at the IV People's Kurultai, namely the lack of educational institutions. In some classes, the number of students reaches 40-50.

He emphasized that this situation is not a consequence of the transition to 12-year education, which he has already mentioned in his interviews. The problem of school shortages has existed for a long time, and, for example, in previous years, about 140-150 thousand children were admitted to the 1st and 2nd grades. According to data from the electronic diary "E-Kündölük," for the 2025-2026 academic year, the number of students will be: 1st grade — 106,015, 2nd grade — 124,593. In comparison, in 2015, the total number of schoolchildren was 1,043,356, and by 2025 it will grow to 1,536,633, which is an increase of almost 500 thousand.

The President links the increase in the number of students to population growth and the activation of internal migration to large cities, which creates the need for the construction of new schools and kindergartens, especially in urban areas.

According to Japarov, active work is already underway in this direction. Since the beginning of 2025, the construction of 134 educational facilities has been completed with funds from the republican budget, including 60 schools and 28 kindergartens. Additionally, 41 schools and 5 kindergartens have been majorly renovated. Furthermore, the construction of 29 facilities — 16 schools and 13 kindergartens — has been financed from various sources, including local budgets and sponsors.

In total, 163 educational facilities have been completed, including 117 new buildings and 46 renovated ones. In 2022, 15 schools were built in Bishkek, and in 2023, the capital plans to construct 20 schools, while Osh will have 10, and Manas will have 6 schools. Construction work will begin in February and last until September. These three cities are in the greatest need of new schools, so the solution to the problem will be implemented in stages. Currently, 216 schools and 107 kindergartens are at various stages of construction, and it is expected that by 2026, at least half of them will be completed and put into operation, said Sadyr Japarov.
