The proposed changes concern several codes, including the Criminal Code, the Criminal Procedure Code, and the Code of Offenses, as well as the law on road traffic. The initiator was the Cabinet of Ministers, and the preparation of amendments was carried out within the framework of the presidential decree on measures to ensure road safety. Deputy Minister of Internal Affairs Oktobyr Urmambetov presented the bill and noted the following key changes:
- Tightening measures for drivers guilty of traffic accidents that resulted in the death of one or more people, if they were in a state of alcohol or drug intoxication;
- Exclusion of the possibility of exemption from liability through reconciliation with the injured party;
- Prohibition of probation for those who caused a fatal traffic accident;
- Increasing the term of administrative arrest for driving under the influence to 20 days;
- Equating mopeds to motor vehicles, which requires drivers to have a category A1 driver's license;
- Increasing the terms of arrests and the amounts of fines for other types of offenses.
