Catalysts under control: drivers and service stations face fines for 'dirty' cars
In Kyrgyzstan, discussions have begun on a new draft law that tightens environmental requirements for vehicles.

The proposal amends the Law "On Road Traffic" and the Code of Offenses. The document is available for public discussion on the website of the Jogorku Kenesh, and its initiator is Deputy Marlen Mamataliev.

According to the initiative, there will be a mandatory requirement for the presence and proper functioning of catalytic converters, particulate filters, and other systems designed to reduce exhaust toxicity, if they are provided for in the vehicle's design. Checking environmental parameters will become an integral part of the technical inspection.

This draft law proposes a ban on the operation of vehicles that do not meet environmental standards, as well as the introduction of fines for such violations. In particular, driving a vehicle without a functioning catalytic converter may result in a fine of 10,000 soms for individuals and 35,000 for legal entities.

For those who provide false documents for technical inspection or conceal environmental malfunctions, stricter penalties are envisaged.

Responsibility will also be placed on diagnostic centers that issue inaccurate conclusions about technical inspections and on organizations involved in the removal or imitation of catalytic converter operation.

The justification for the draft law emphasizes that the changes are aimed at reducing air pollution levels, especially in large cities such as Bishkek and Osh. The author of the project points out that the mass removal of catalytic converters contributes to increased harmful emissions, fuel consumption, and negatively affects public health.

Furthermore, the draft law is linked to the obligations of the Kyrgyz Republic under the Paris Agreement on climate change.

If the law is adopted, it will come into force upon official publication. However, some of its provisions regarding the ban on the operation of vehicles without environmental systems will only take effect from July 1, 2027.
