The Cabinet of Ministers has presented a draft law that was approved by the Jogorku Kenesh in its second reading, concerning criminal liability for torture.


In the second reading, the draft law proposed by the Cabinet of Ministers of the Kyrgyz Republic received approval from the Jogorku Kenesh, expanding criminal liability for torture.

It is proposed to introduce criminal liability not only for public officials but also for other professionals performing their duties officially. This applies to cases of both physical and psychological violence in the course of carrying out official functions.

According to the new provision, criminal liability may also affect teachers, doctors, caregivers, and other specialists who have power or official authority over citizens.

The document adds to the Criminal Code, clarifying the category of individuals considered to be "acting in an official capacity," which will help avoid misunderstandings in law enforcement.

The initiative was put forward by the Cabinet of Ministers of the Kyrgyz Republic.
