Why the Housing Committee Tightened Measures Against Traffic Offenders: An Interview with Atambaev

Today, a discussion and voting took place in parliament regarding a bill aimed at tightening responsibility for violations of traffic rules. The new document proposes a number of measures, including increased penalties for driving under the influence and expanding the use of photo and video recording. Deputy Seyidbek Atambaev spoke about the significance of this initiative.

- What was the reason for the decision to increase responsibility for driving while intoxicated?

- Driving under the influence is one of the main causes of traffic accidents with serious consequences and fatalities. People who get behind the wheel in such a state endanger the lives of those around them. The tightening of penalties, including increased terms of administrative detention, is aimed at preventing repeat offenses and reducing the number of accidents on the roads.

- What role do recording cameras play in this bill?

- Photo and video recording cameras ensure objectivity and inevitability of punishment for violations. Increasing responsibility for offenses recorded by these devices makes control more transparent and reduces the influence of the human factor, which helps to improve discipline among drivers, - explained the deputy.

- Are law enforcement agencies prepared for the implementation of the new law?

- A number of subordinate acts will be developed for the implementation of the law, and the introduction will take place in stages. The internal affairs agencies already have experience working with recording and registration systems for vehicles, which will allow for the effective implementation of the new norms in practice.

- What result do you expect from the adoption of this law?

- We hope for a reduction in the number of accidents and an increase in discipline among drivers. The most important result is the preservation of the lives and health of citizens. This law is aimed not at punishment, but at preventing tragedies. Road safety is the responsibility of each of us.

- Do you consider it advisable to increase the training period in driving schools to 10 months for obtaining a license?

- Increasing the training period to 10 months will not solve the existing problems by itself. Moreover, this period seems excessive. With a properly organized program, quality teaching, and strict control, basic driving skills can be acquired in two months.

According to Atambaev, the quality of driver training and the fight against corruption in driving schools remain particularly important issues. Driver's licenses should only be obtained by those who have undergone comprehensive training and possess the necessary knowledge and skills, not by those who have obtained them formally. Such an approach, he said, should be applied universally.
