The department explained that the vehicles falling into this category were imported into the country through "gray schemes," which implies the absence of customs declaration and payment of mandatory customs duties, as required by the legislation of the Kyrgyz Republic and the Eurasian Economic Union.
When legally importing vehicles, citizens are required to pay all applicable fees. On average, customs duties amount to about $1,800, while the costs for the initial registration of a vehicle are approximately $400. For cars imported illegally, these payments were not made, and in some cases, there were demands for registration at reduced rates.
As noted by the Ministry of Economy, the previous campaign for the legalization of vehicles with foreign license plates was a one-time and exceptional event that lasted six months. It took place from April 1 to September 30, 2025, in accordance with the decree of the President of the Kyrgyz Republic dated December 31, 2024, No. 398.
As a result of this campaign, over 30,000 vehicles were legalized, and illegal imports were halted, effectively eliminating the "gray" market. This contributed to increased transparency in circulation and the safety of vehicle operation.
The department emphasized that re-legalization contradicts the principles of equality and fairness for all citizens, and such an initiative was not planned. Therefore, a repeated campaign for the legalization of vehicles imported with violations will not be considered.
Additionally, the ministry reminded that vehicles registered in EAEU countries, such as Armenia, Belarus, Kazakhstan, and Russia, can be deregistered in the country of registration and registered in Kyrgyzstan according to established rules. The registration of vehicles with right-hand drive in the republic is prohibited.
