Changes have been made to the Code of Offenses in accordance with the Law of the Kyrgyz Republic, which came into force on December 31, 2025, and pertains to changes in the areas of taxation, social insurance, and non-tax revenues.
According to this law, the penalties under Article 311 of the Code of Offenses have been significantly increased. The fines now amount to:
- for individuals — from 10,000 to 20,000 soms;
- for legal entities — from 28,000 to 65,000 soms.
- for individuals — from 20,000 to 40,000 soms;
- for legal entities — from 65,000 to 100,000 soms.
It should be noted that there has been an increase in cases of importing goods into the territory of Kyrgyzstan without the necessary accompanying documents, especially in passenger cars, which allows for the avoidance of control procedures at the "Ak-Zhol" customs checkpoint on the Kyrgyz-Kazakh border. Attempts to import various unaccounted goods are recorded here, including cosmetics, dietary supplements, medicines, tobacco products, mobile phones, vapes, and electronic cigarettes.
