According to the deputy, the deterioration of the ecology has become one of the serious problems threatening public health. The quality of air, water, and soil, as well as climate change and issues with biodiversity, significantly impact the health of citizens and their living conditions.
He emphasizes that the consequences of these problems are becoming a heavy burden for the healthcare system and the budget of Kyrgyzstan. Reducing emissions from vehicles is seen as an important investment in the health of the workforce and a reduction in future healthcare costs for treating diseases.
In this regard, it is proposed to amend the Law "On Road Traffic in the Kyrgyz Republic," which mandates that vehicles ensure safety on the roads and comply with environmental requirements established by technical regulations.
Vehicles designed to have catalysts or other systems for reducing emission toxicity must be equipped with such systems and maintained in good working order. They will also be subject to mandatory technical inspection.
A key aspect of the technical inspection will be checking compliance with environmental standards, including:
- a visual inspection of the presence and condition of catalysts or particulate filters for the relevant vehicles, as well as instrumental control of the level of harmful substances in the exhaust according to approved methodologies;
- checking the content of harmful substances in the exhaust gases for other vehicles in accordance with current standards.
A positive conclusion from the technical inspection will confirm that the vehicle meets environmental standards.The operation of vehicles that do not meet environmental requirements will be prohibited. The Cabinet of Ministers will determine the list of technical malfunctions and conditions under which the use of such vehicles is banned.
Additionally, a provision will be added to the Code of Offenses stating that driving a vehicle that does not meet environmental standards regarding the presence and functionality of a catalytic converter or similar systems will be punishable by a fine of 100 calculation indicators (10,000 soms) for individuals and 350 calculation indicators (35,000 soms) for legal entities.
Fines will also be imposed for providing false documents regarding a vehicle's compliance with environmental requirements – 150 calculation indicators (15,000 soms) for individuals and 500 calculation indicators (50,000 soms) for legal entities.
Services for the removal, blocking, or imitation of the operation of catalytic systems, if they lead to exceeding established emission norms, will be fined 300 calculation indicators (30,000 soms) with confiscation of equipment.
