At a meeting of the Jogorku Kenesh, Deputy Nurlanbek Azygaliyev proposed an initiative to introduce a special regime for electricity consumption in high-altitude and cold regions of Kyrgyzstan.

In his opinion, the current restriction on electricity consumption creates significant difficulties for residents, especially in mountainous areas.

Azygaliyev noted that in winter, temperatures in the Suusamyr Valley can reach −45 to −50 degrees, and in such conditions, electricity becomes a vital resource rather than just a convenience. "With a set limit of 3 kilowatts, it is impossible to provide heating for homes, educational institutions, and social facilities. People are faced with a choice between warmth and light," he added.

Furthermore, he pointed out the issues related to coal shortages, its delivery, and rising prices. The parliamentarian believes that the issue of providing the population with solid fuel should be controlled by the state, as it is more of a social and humanitarian problem than a technical one. Due to low temperatures, some schools are forced to switch to remote learning.

Azygaliyev also emphasized that uniform restrictions cannot be applied to Bishkek and high-altitude regions such as Suusamyr. He called for taking into account the specifics of each region and implementing a special electricity supply regime for cold and mountainous areas, or at least increasing the existing limit.

It is worth noting that from October 2025 to March 2026, a limit of 3 kilowatts on electricity consumption for the population has been established in Kyrgyzstan.
