During the meeting, issues related to preparing the country's economy and population for the autumn-winter season of 2025-2026 were discussed, and a report from the Ministry of Energy was heard.
According to the provided data, there is an increase in electricity consumption. Last year, the republic consumed 19.3 billion kilowatt-hours, which is 900 million more than in 2024. Of this volume, 15.4 billion kilowatt-hours were generated in the country, while the remaining 3.9 billion kilowatt-hours were imported. This year, Kyrgyzstan is facing a decrease in water inflow.
Currently, the volume of water in the Toktogul reservoir is 9.102 billion cubic meters, which is 1.631 billion less compared to the same period in 2025," the message notes.

Experts warn that the lack of water may negatively affect electricity production volumes. In this regard, the importance of strict adherence to electricity consumption limits is emphasized, although analysis shows that this is not always implemented in practice.
As for coal, to successfully pass the heating season, it is necessary to stockpile 3 million 174,792 thousand tons of coal, and there are currently sufficient reserves. Necessary stocks of coal and fuel oil have also been formed at the heat and power plants in Bishkek and Osh.
As a result of the meeting, Bakyt Torobaev instructed the heads of all institutions to intensify their efforts during the heating season. He emphasized the need for uninterrupted fuel supply to the population and socially significant facilities, as well as the stability of electricity and heat supply, urging readiness for possible changes in weather conditions in the near future.
