New Rules for Online Shopping in the EAEU Countries Will Come into Effect on July 1, 2026

The Eurasian Economic Commission (EEC) has approved a number of innovations regarding online purchases, which will take effect on July 1, 2026. These changes pertain to the import of goods purchased by individuals through foreign marketplaces, as reported by the commission's press service.

One of the key points is the establishment of a duty-free import threshold set at 200 euros, with the possibility of future revision. If the purchase value exceeds this amount, a customs duty of 5 percent of the total value, including VAT, will be applied, but not less than one euro per kilogram. Special rates will apply to certain categories of goods, such as automobiles.

A list of goods for which the simplified declaration procedure will not be applied under the new rules of the EAEU Customs Code has also been compiled. This list includes items not related to personal consumption, such as tanning beds, medical furniture, gaming machines, as well as goods requiring special permits for import and export (for example, weapons and hazardous waste), alcoholic and tobacco products, cash, sea and air vessels, as well as certain types of vehicles and their chassis.

“The adopted package of decisions completes the creation of the necessary regulatory framework for the full implementation and functioning of the amendments to the EAEU Customs Code, which were approved by the heads of state of the Union in December 2023 and regulate issues of electronic commerce,” commented EEC Trade Minister Andrey Slepnev.

It is expected that the new rules will come into effect on the specified date — July 1, 2026.
