The EEC changes the rules for importing goods from foreign marketplaces. This will also affect Kyrgyzstan.

The Council of the Eurasian Economic Commission (EEC) has approved new rules regarding the import of goods purchased by individuals on foreign marketplaces. According to an official source, when the established limit is exceeded, a customs duty of 5% of the total purchase value will be charged, with a minimum value of one euro per kilogram. Special rates are provided for certain categories of goods, such as automobiles.

It should be noted that currently, goods ordered by individuals from abroad through marketplaces are subject to duties similar to international parcels: goods valued over 200 euros are taxed at 15%.

Additionally, the EEC has presented a list of goods that will be subject to declaration without simplifications, according to amendments to the Customs Code of the EAEU. This concerns purchases not related to personal belongings, such as tanning beds, medical furniture, internal combustion engines, gaming machines, and others. The list also includes goods for which permits are required for import and export (weapons, hazardous waste, etc.), as well as alcoholic and tobacco products, cash, aircraft and watercraft, certain vehicles, and their chassis.

The Minister of Trade of the EEC, Andrey Slepynev, emphasized that the adoption of this package of decisions completes the creation of the necessary legal framework for implementing the amendments to the Customs Code, which were agreed upon by the heads of state in December 2023 and relate to issues of electronic commerce.

It is expected that the new rules for electronic commerce within the EAEU will come into effect on July 1, 2026.
