In Kyrgyzstan, responsibility for violations during the import of goods has been increased
The State Tax Service of the Kyrgyz Republic announces the introduction of new strict measures of responsibility for the illegal movement of goods and vehicles across the borders of the Eurasian Economic Union countries.
These changes have been made possible by amendments to the Code of the Kyrgyz Republic on Offenses, which were adopted in accordance with the Law of December 31, 2025, "On Amendments to Certain Legislative Acts of the Kyrgyz Republic in the Field of Taxation, Social Insurance, and Non-Tax Revenues."
In particular, the changes concern Article 311 of the Code of the Kyrgyz Republic on Offenses, where penalties for the illegal importation of goods and vehicles across the EAEU border have been tightened. The fines for individuals have increased from 10,000 to 20,000 soms, and for legal entities from 28,000 to 65,000 soms.
In the case of repeated violations within a year, the fines have also increased: for individuals from 20,000 to 40,000 soms, and for legal entities from 65,000 to 100,000 soms. Additionally, confiscation of illegally imported goods is provided for.
It should be noted that there is a growing number of cases of goods being imported into Kyrgyzstan without the necessary accompanying documents in passenger cars, which allows avoiding control procedures at the "Ak-Zhol" customs checkpoint located on the Kyrgyz-Kazakh border.
This area has recorded cases of importing unaccounted goods such as cosmetics, dietary supplements, medicines, tobacco, mobile phones, vapes, and electronic cigarettes.
In connection with the introduction of new norms in the Code of the Kyrgyz Republic on Offenses, the Tax Service strongly recommends that taxpayers strictly adhere to the requirements of the legislation of the Kyrgyz Republic. Compliance with the norms will help avoid liability, fines, and other sanctions provided for by the current legislation.
