The President of Kazakhstan presented new powers and responsibilities for the akims of rural districts
At a dialogue platform that brought together akims from all levels, Kassym-Jomart Tokayev spoke. This significant event was attended by about 80% of rural akims, marking a new step in the interaction between the government and society.
The President noted that discussing rural development is critically important for the future and sustainability of Kazakhstan.
“The situation in rural areas is a strategically important issue for our state. The roots of the people are in the aul. Strong villages are the guarantee of the overall well-being and growth of the country,” Tokayev emphasized.
He added that the requirements for akims have always been specific, as they play a key role in the connections between the state and the population.
State policy priorities — rural development
Tokayev reminded that issues concerning rural territories occupy a central place in his 2022 election program. The first decree signed after the elections was dedicated to this topic.
“The aul is the foundation of our unique culture. Developing the village is our common duty. The state perceives this with great responsibility,” he noted.
“Within the framework of this decree, a Concept for the Development of Rural Territories for 2023–2027 was developed, the implementation of which has already begun. The state is consistently investing in improving the lives of people in rural areas. Since 2021, 864 primary healthcare facilities have been built, 388 new schools have been opened, and about two thousand rural schools have been provided with quality internet. Conditions in our villages are improving every year. The number of settlements with a high level of self-sufficiency is also increasing,” the president added.
According to him, over the past six years, the volume of gross agricultural output has increased by more than one and a half times, amounting to 8.3 trillion tenge. In 2026, 1 trillion tenge will be allocated to support farmers.
“Only a few countries in the world provide such significant financial assistance to farmers,” Tokayev noted.
Political reforms and the election of akims
He also reminded about the large-scale political reforms initiated in Kazakhstan since 2019, which have become an important stage in the development of the country.
“We have created a legal framework for deep transformations. About 20 new laws have been adopted, the powers of Parliament have been expanded, and the accountability of the Government has been strengthened, while the work of political parties has been activated,” the president noted.
The introduction of direct elections for rural akims has become one of the key decisions.
“Local akims are the backbone of the entire state system,” Tokayev emphasized.
The president noted that over the past five years, 2,334 rural akims have been elected in the country, with an average age of 43 years. About a third of them had not previously worked in government structures.
“It is important that they understand the needs of the local population well,” Tokayev added.
According to him, the elections have become an incentive for the development of the party system, and the level of trust of local residents in akims has reached 84 percent.
The key requirement — professionalism of akims
The president noted that one of the main tasks is to enhance the professional skills of rural akims.
“Winning the elections is just the beginning of a long journey. The akim must demonstrate their management skills,” Tokayev stated.
He emphasized that the akim must not only know the problems of their village but also be able to implement state reforms at the local level, gain the trust of the population, and work on improving their well-being.
In this context, the president highlighted the need to improve personnel training and update educational programs in state and local governance.
Expansion of powers and accountability
The second direction is the increase in the powers of rural akims. Tokayev reminded that amendments to the law on local governance are being discussed in the Mazhilis, which provide for new functions in the area of landscaping and control.
However, according to him, existing ambiguous norms hinder effective work.
“Because of this, akims cannot provide accurate answers to citizens' requests and sometimes find themselves in a deadlock. This cannot be allowed. This is a weakness of the state,” Tokayev stated.
He instructed to conduct an analysis of duplicative and irrelevant functions of akims within a month and to review their distribution.
The third priority is to increase accountability.
“The law lacks a provision on the accountability of akims to voters. This is incorrect,” the president noted.
He proposed to enshrine at the legislative level the mandatory reporting of akims and to develop mechanisms for their recall in case of unfulfilled promises.
Budgets, digitalization, and support for rural businesses
Special attention was paid to the budgets of the fourth level. Since their introduction, the revenues of rural districts have increased fourfold, but financial independence is still lacking.
“Taxes should be paid where people work and earn income,” Tokayev emphasized.
He also noted that digitalization should cover rural areas as well.
“A digital Kazakhstan cannot be built without villages. This is a matter of survival,” he added.
Support for rural businesses, development of cooperation, and infrastructure became the fifth direction.
“Developing the village requires a new worldview and modern approaches,” the head of state stated.

In conclusion of his speech, the president noted that the main task of akims is to improve the quality of life of the population.
“The well-being of every resident is the guarantee of the prosperity of the entire village. The state will always support the village, as it is the foundation of our nation,” Tokayev summarized.
