At a meeting of the Committee of the Jogorku Kenesh, which deals with science, education, and culture, amendments to the legislation on external migration were discussed.
The Deputy Chief of Staff of the President, Almaz Raimbekov, presented the draft law.
He noted that currently, obtaining a passport for children under 16 requires the consent of both parents, which is not always possible. Problems arise when one parent is abroad, avoids contact with the child, there are conflicts between the parents, or only one parent's address is known.
These circumstances can lead to serious consequences for children.
"Some of them lose the opportunity to go abroad for studies, participate in competitions and Olympiads, as well as receive medical assistance or take part in sports events," he added.
In his opinion, the new draft law will allow one of the parents to apply for a passport for a child under 16 years old.
This step will simplify the process of obtaining passports for children and improve the quality of public services in this area.
The deputies expressed their support for this draft law.
