The goal of the program is to create conditions for widespread participation in football, to enhance the professionalism of players, and to promote a healthy lifestyle among youth. The program includes a set of activities to achieve these goals.

According to this document, the following key elements have been approved:

The National Football Development Program; An eight-year action plan; The program budget; A monitoring system and evaluation indicators.

Government bodies, local authorities, and the Football Federation of Kyrgyzstan will be involved in the implementation of the program. These organizations are committed to developing their own plans annually and providing reports on the implementation of activities twice a year.

The main objectives of the program are to address existing issues in football development, to popularize this sport in society, to ensure accessibility of sports activities for all population groups, and to improve the material and technical base.

The gradual implementation of activities is aimed at activating the participation of sports organizations and public associations, as well as strengthening measures for the development of football in the country.
