EU Sanctions Special Representative Visits Kyrgyzstan. Banking Operations Discussed Again

On February 26, at a press conference in Bishkek, David O'Sullivan commented on the situation with sanctions against Russia and their impact on Kyrgyz banks and companies. Reminding that the European Union is concerned about the re-export of goods through Kyrgyzstan, he noted that special attention is being paid to approximately 80 dual-use goods that come from Europe.

Of these goods, about 50 are currently associated with Russian weaponry, while 30 are linked to critical industrial products used in its production. In this regard, the EU representative does not rule out the possibility of imposing export restrictions to Kyrgyzstan if evidence of the re-export of these goods to Russia emerges.

O'Sullivan also emphasized that the European Union respects the sovereignty of Kyrgyzstan and its historical ties with Russia. "We cannot interfere in your affairs, but we hope that the Kyrgyz authorities will heed our warnings. These measures concern the entire Central Asian region," he added.

Earlier, the European Union proposed to impose sanctions against two banks in Kyrgyzstan, which are already under similar restrictions from the United States and the United Kingdom. These actions became part of the 20th package of sanctions related to Russian aggression in Ukraine.

In addition, EU countries recently approved the 19th package of sanctions against Russia, which includes measures against banks and cryptocurrency exchanges, as well as certain individuals and organizations from Russia, Hong Kong, China, India, Thailand, and Kyrgyzstan. In particular, "Tolubai" and "Eurasian Savings Bank" were sanctioned. Previously, sanctions from the United States and the United Kingdom were imposed on the banks "Keremet" and "Kapital." The Ministry of Foreign Affairs of Kyrgyzstan noted that the country strictly adheres to its international obligations and maintains an open dialogue with the European Union aimed at preventing circumvention of sanctions. The idea of creating a working group to address emerging issues has also been proposed.
