Resident of Nookat Nurlan Karabaev reported that he was deceived by acquaintances of his mother regarding a land plot and appealed to the authorities for help.

A resident of the village of On-Eki-Bel in the Kök-Jar ayil district of the Nookat region, Nurlan Karabaev, reported that his stepmother is deceiving him and refusing to return the documents for the land plot he purchased. He made this statement yesterday, February 20, at an on-site press conference held in the mentioned village.

According to him, in 2014, when his mother was alive, an oral agreement was reached with his stepmother, and a receipt was drawn up, after which he purchased the plot and built a house. However, in 2024, during the document transfer procedure at the Nookat branch of the "Cadastre," this woman took the land documents and disappeared.

“Dear President Sadyr Nurkojoevich, Attorney General of the Kyrgyz Republic, we ask for your help to ensure that my case is resolved fairly.

In 2014, we reached an oral agreement with a woman named Zh. A., drew up a receipt, and bought the land. This woman had a good relationship with my late mother, so we trusted her.

In 2017, she handed me the land documents and wrote receipts. She said: “When you call, I will arrange the re-registration.” I called for a long time, and she replied each time: “I am in the hospital.”

In 2024, she came home and again asked for money — we gave her an additional 100,000 soms; there is video evidence. When we went to the "Cadastre" to make payments, she took the documents and left. Since then, she has been saying: “I did not sell you the land.” We filed a lawsuit. In court, she claimed: “The receipt is not mine.”

We conducted an examination, and the examination showed that the receipt belongs to this woman. The Nookat court ruled that “the appeal period has expired.” However, the Osh regional court indicated that “the appeal period has not expired,” but at the same time upheld the Nookat court's decision. Therefore, dear president, please help us resolve our problem. We painstakingly built this house, working abroad and earning hard. We agonizingly collected and gave this money,” he said.

Karabaev's neighbors reported that the woman, who is referred to as a fraudster, claimed in court that she was allegedly “stoned” when she came to her plot. However, according to the neighbors, she never appeared at the site during the construction. They asked law enforcement to make a fair decision.

The woman mentioned in the article, Zhannat Abylova, commenting on the situation to the Turmush publication, presented a different version of events.

“This guy (Nurlan Karabaev) is lying. In the 2000s, his mother was in a difficult situation and asked: “People are demanding money from the post office, help.” I helped her repay her debts. At that time, I legally bought 36 hundredths of land from her, where an apricot orchard is now growing. This plot is registered in my name in the "Cadastre."

The plot he is talking about is 17 hundredths behind those 36. They also paid for it in installments and, it seems, in 2017, they paid the last 100,000 soms. And now they are forging a receipt, claiming that the 17 hundredths plot was not registered to him, but as if it were part of the 36 hundredths. The courts have dealt with this issue. The police have opened a criminal case. He is already making threats against me,” she said.
