Border guards' service in the highlands and Batken will be counted as one month for two.

President Sadyr Japarov signed a decree concerning the State Border Service, aimed at improving state policy in the area of border protection and management of this sphere.

In accordance with the new decree, the management structure and regulations of the State Border Service have been approved.

The document also includes nuances regarding the accounting of military personnel when appointing pensions and calculating seniority bonuses. In particular, one month of service will be counted as 1.5 months.

For border guards serving at altitudes above 1,800 meters above sea level, as well as in units permanently located in the Batken region, one month will be considered equivalent to two months.

Furthermore, the procedure for the use of unmanned aerial vehicles in the operational and strategic activities of the Border Service will be determined by a separate presidential decision.

The decree also establishes that the State Border Service will be the legal successor of the Border Service of the State Committee for National Security.

Within two months, the Border Service and the SCNS have been tasked with transferring personnel, documentation, buildings, structures, material and technical resources, and other property.

The Cabinet of Ministers has been instructed to address organizational and financial issues related to the implementation of the decree and to align its decisions with the new document.

The decree came into effect on February 10, 2026.
