All personnel changes after the dismissal of the head of the GKNB in one material
In February, significant changes occurred in the personnel composition in Kyrgyzstan. Following the unexpected resignation of Kamchybek Tashiev as the chairman of the State Committee for National Security (GKNB), several ministers, mayors, and deputies also lost their positions within a few days. Additionally, changes took place not only in the personnel of the GKNB but also in the structure of the organization.

Changes in the GKNB


On February 10, President Sadyr Japarov signed a decree on the early termination of the powers of Kamchybek Tashiev, who held the position of Deputy Prime Minister and Chairman of the GKNB.

On the same day, Jumgalbek Shabdanbekov was appointed as the acting head of the GKNB, having previously served as the head of the 9th service and Deputy Chairman of the GKNB since 2020. In 2022, he was awarded the rank of Major General. Later, the Supreme Council confirmed his appointment, and the president signed a decree for his official approval as the chairman of the State Committee.

Changes also occurred in the leadership and structure of the special service within the GKNB.

Abdikarym Alimbaev, who previously held the position of First Deputy Chairman of the GKNB and Director of the Border Service, was relieved of his duties. After the Border Service was separated into an independent body, Alimbaev became its chairman.

A State Guard Service was also established under the president, based on the 9th service of the GKNB. It was previously headed by Jumgalbek Shabdanbekov, who is now the chairman of the GKNB. Syrgak Berdikozhoev was appointed as the chairman of the new service.

Kurvanbek Avazov was relieved of his position as First Deputy Chairman of the GKNB, replaced by Rustam Mamasadykov, who previously held the position of Secretary of the Security Council.

Elizar Smanov also left his post as Deputy Chairman of the GKNB — Director of the Anti-Terrorism Center. He was succeeded by Alisher Erbaev, a former deputy of the Jogorku Kenesh.

Daniel Rysaliev was relieved of his position as Deputy Chairman of the GKNB — Director of the Cybersecurity Coordination Center. He was replaced by Uranbek Shadybekov.

Timur Shabdanbekov was also relieved of his position as Deputy Chairman of the GKNB, replaced by Akylbek Namazov.

Additionally, the heads of the GKNB departments in Bishkek and Osh were changed.

In Bishkek, former head of the capital's GKNB department Eldar Jakypbekov was detained. He was replaced by Ulan Biibosunov.

The head of the GKNB in Osh, Salmoorbeks Jumabekov, was also removed from his position. He was replaced by Joombart Toktogulov.

The new leadership of the GKNB announced plans to reform the national security agencies.

Changes in the Jogorku Kenesh


Immediately after the resignation of Kamchybek Tashiev, changes also affected the Jogorku Kenesh. The first was Speaker Nurlanbek Turgunbek uulu, who announced his resignation as the toraga but remained a deputy. He was succeeded by Marlen Mamataliyev as the new speaker.

Later, Eldar Sulaymanov announced the early termination of his deputy powers without specifying the reasons for his departure. He was replaced by Azizbek Abdullaev.

On February 18, deputy Eruulan Kokulov stated at a session of the Jogorku Kenesh that some of his colleagues undeservedly hold their positions as vice-speakers, committee chairs, and leaders of deputy groups, calling for a review of several decisions.

The next day, Karim Khandzheza announced his intention to resign as vice-speaker, noting that this decision was related to personal circumstances. He was replaced by Bolot Ibragimov.

Changes also occurred in the leadership of deputy groups. Nurlan Azygaliev, who led the "Ata Jurt" group, voluntarily resigned, and his place was taken by Dastanbek Jumabekov.

The leader of the "Mekenchil" group, Kunduzbek Sulaymanov, also announced his resignation, and he was replaced by Talant Mamytov, who was elected a deputy the day before.

After Janarbek Akayev left the parliament due to his appointment as mayor of Osh, the deputy mandate for constituency No. 8 went to Talaybek Sarybashov, who previously served as the mayor of the southern capital.

On February 19, Nurlanbek Turgunbek uulu announced his early resignation from deputy powers, noting that he had no involvement in intrigues and the collection of signatures under the appeal of 75 aksakals. He was succeeded by Jayloobai Nyshanov.

Kunduzbek Sulaymanov also voluntarily resigned, commenting on his decision that "the mandate is not worth more than conscience, reputation, and the unity of the people," emphasizing that his departure should not exacerbate tension in society.

The vacant mandate was transferred to Rayimberdi Duyshenbiev, a former chairman of the State Border Service of Kyrgyzstan and former chief of the General Staff of the Armed Forces.

Changes also affected the chairs of parliamentary committees.

After Eldar Sulaymanov's resignation, the new chair of the committee on international affairs, defense, and security became Elvira Surabaldiyeva.

Bolotbek Borbiev also announced his resignation as head of the committee on legal affairs, and he was replaced by Suyunbek Omurzakov.

Gulsunkhan Junushalieva also left her position as chair of the committee on labor, health, and women's rights, and she was succeeded by Gulkan Moldobekova.

The deputy group "Ata-Jurt" changed its name to "El ümutu Ata-Jurt," as announced by its head Dastanbek Jumabekov at a session of the Jogorku Kenesh.

On February 26, it became known that Chyngyz Ajibayev decided to voluntarily leave the post of first vice-speaker of the Jogorku Kenesh. The official statement was made by speaker Marlen Mamataliyev. Although there were earlier rumors about his departure, the toraga clarified that Ajibayev retains his deputy mandate.

After Ajibayev's resignation, Ismanali Joroev stated that rumors about Chyngyz Ajibayev's father being involved in an organized crime group were actively discussed on social media. The deputy himself denied the accusations, pointing to a campaign to discredit him and stated that his departure was a voluntary decision.

The first vice-speaker of the Jogorku Kenesh became Mederbek Aliyev, nominated by the deputy group "El ümutu Ata-Jurt," which also includes Chyngyz Ajibayev.


Changes in the Cabinet of Ministers


Personnel changes also affected the Cabinet of Ministers. On February 16, the president relieved Minister of Transport and Communications Absattar Syrgabaev of his duties, and he was replaced by Talantbek Soltobaev.

Minister of Natural Resources, Ecology, and Technical Supervision Meder Mashiev also resigned. He was replaced by Akyl Toktobaev.

Minister of Emergency Situations Boobek Ajikeev was also relieved of his position, and he was succeeded by Urmatbek Shamyurkanov.

On February 24, the president dismissed Minister of Health Kanibek Dosmambetov, who had headed the agency for only about three months. He was replaced by Damirbek Osmonov, a cardiologist and chief physician of the private clinic "Bikard."

Bakyt Torobaev was also relieved of his position as Deputy Chairman of the Cabinet of Ministers and head of the Ministry of Agriculture, Water Resources, and Processing Industry.

Rumors about his possible resignation began to spread after the dismissal of Kamchybek Tashiev and intensified with the publication of an audio recording mentioning Torobaev's name. He confirmed the authenticity of the recording but indicated that the discussion in it concerned only family circumstances and was unrelated to state affairs.

The new head of the Ministry of Agriculture became Erlis Akunbekov.


Changes among city mayors


Personnel changes also affected the mayors of cities in the country after the resignation of Kamchybek Tashiev.

Zhenishbek Toktorbaev was relieved of his position as mayor of Osh. After the change of the head of the GKNB, rumors about his possible resignation circulated for several days, but it became officially known on February 18. Toktorbaev was a classmate of the former head of the GKNB. The new mayor of the southern capital became Janarbek Akayev, a former deputy of the Jogorku Kenesh.

Ernisbek Ormokov was also relieved of his position as mayor of the city of Manas, where he had worked since 2021. He was a candidate in the parliamentary elections from President Sadyr Japarov's party "Mekenchil" in 2020.

The new mayor of the city is Abdulpata Matkalikov, who also ran for deputy in the Jogorku Kenesh from "Mekenchil" (No. 92) in 2020.

The government did not comment on the reasons for all these personnel changes, and it remains unclear whether the resignations and new appointments have concluded or will continue.
