Kyrgyzstan: Personnel Changes from January 26 to 30

Over the past week, several significant personnel changes have occurred in Kyrgyzstan.

Kairat Tursunkulov has been appointed as the Deputy Minister of Foreign Affairs.


He replaced Temirbek Erkinov, who has been transferred to the position of Deputy Minister of Health.

Kairat Tursunkulov, born on May 23, 1985, has been working in the Ministry of Foreign Affairs since 2009, starting as an intern and rising to the position of Director of the State Protocol Department. He also has experience working in the government and in Kyrgyzstan's foreign representations in countries such as Germany, Austria, and Belgium, and holds the diplomatic rank of First Class Counselor.

Dastan Uraanov has become the Deputy Director of the Urban Development Department.


This position was previously held by Daniyar Bapyshov, who is now the Director of the department.

Dastan Uraanov is an urban planner by education and has been working in the field of architecture since 2015. Previously, he served as the head of Production Department No. 8 in the Urban Development and Architecture Department.

Bolot Junusov has been appointed as the Director of the State Enterprise "Kyrgyzpharmacia".


He replaced Talant Sultanov, who led the enterprise since March 2025 and left his position on January 19.

Bolot Junusov was born in 1973 and is a diplomat with a PhD in Economic Sciences. He has held various positions, including Deputy Head of the Government Office and Ambassador of Kyrgyzstan to Russia.

Additionally, Samarbeka Bolotbekov has been appointed as the Deputy Director of "Kyrgyzpharmacia". He previously worked as the head of the Sverdlovsk District Administration of Bishkek, Mayor of Naryn, and Director of the Individual Housing Construction Department. He is also the founder of the law firm "Lux-Consult" and a legal advisor.

Elvira Esengul kyzy now holds the position of Deputy Chairperson of the Board of JSC "GIK".


This position was previously held by Asylgul Sydykova.

Earlier, Elvira worked as an accountant at the State Enterprise "Kyrgyz Temir Zholu".

Adylbek Tultemirov, the Ambassador of Kyrgyzstan to Ethiopia, has now also been appointed as the Permanent Representative to the African Union.


It is worth noting that Adylbek Tultemirov became the Extraordinary and Plenipotentiary Ambassador of the Kyrgyz Republic to Ethiopia in October 2025.

Aynura Usenbekova has been appointed as the Deputy Director of the Entrepreneurship Development Department of the EEC.


She was born in 1984 and graduated from Issyk-Kul State University named after Kasym Tynystanov with a degree in "Management in Tourism", as well as a master's degree from the Academy of Management under the President of the Kyrgyz Republic in "Public Administration".

From 2022 to 2025, Aynura served as the Deputy Minister of Economy and Commerce of the Kyrgyz Republic.

Mirlán Turgunbekov has become the Deputy Secretary General of the CSTO.


He was appointed to this quota position by the decree of the President of Kyrgyzstan from January 1 to December 31, 2026.

This role was previously held by Taalatbek Masadykov, who now heads the CSTO.

Mirlán has experience working in various positions in the Ministry of Foreign Affairs and has held leadership positions in government agencies related to security and international cooperation.

Five new judges have been appointed to the district courts.


By the decree of the President of Kyrgyzstan, the following judges of local courts have been appointed for the first time for a term of five years:
