Week-24. The Loud Resignation of Kamchybek Tashiev, and the Case of Mass Riots

President Sadyr Japarov initiated significant changes in the structure of the national security of the country, which led to the resignation of Kamchybek Tashiev, who had headed the GKNB since 2020. The head of state noted that this decision is aimed at strengthening the unity of society and preventing a split among citizens. As a result of Tashiev's resignation, his deputies also left their positions.

Acting head of the special services has been appointed Jumgalbek Shabdanbekov. His team includes new deputies: Rustam Mamasadykov (first deputy), Alisher Erbaev (director of the Anti-Terrorism Center), and Uranbek Shadybekov (director of the Cybersecurity Center).

In addition, key units were removed from the GKNB. The Border Service became an independent agency under the leadership of Abdikarim Alimbaev. Based on the 9th department of the GKNB, the State Guard Service was created, which now reports directly to the president and is headed by Syrgak Berdikozhoev.

A new Secretary of the Security Council has also been appointed — Adilet Orozbekov.

The situation escalated after the publication of an appeal by 75 public figures demanding new presidential elections, which led to the initiation of a criminal case regarding mass riots. Within the framework of this case, several well-known politicians and former officials were detained, including Bekbolot Talgarbekov, Kurmanbek Dyikanbaev, Emilbek Uzakbaev, as well as former Deputy Minister of Internal Affairs Kursan Asanov and former governor Aaly Karashev. The investigation believes that their actions destabilize the situation in the country.

At the same time, President Japarov appealed to the Constitutional Court for clarification on the norms regarding the terms of presidential powers, considering the disagreements among experts. The court will consider this appeal on February 17, 2026, as a priority.

Nurlanbek Turgunbek uulu left the post of Speaker of the Jogorku Kenesh, which he held since 2022, and then again in December 2025. He noted that his work has always been directed towards the interests of the country and the people. The new speaker, Marlen Mamataliyev, was elected by the deputies, receiving 77 votes in favor and 5 against.



Meanwhile, Kyrgyzstan reported achievements in digital reforms, which significantly reduced the time for obtaining permits for transportation to China to 10 minutes.

A solution was found in Novopavlovka regarding the road passing through the local cemetery. The mayor of the capital announced plans to extend Profsoyuznaya Street to avoid violating sanitary norms, which will require the demolition of four residential houses with subsequent compensation payments.
