With the beginning of 2026, Kyrgyzstan has entered a new era with the work of the new Jogorku Kenesh. This event allows us to analyze the changes that have occurred in the country from 2021 to 2025. We are confident that during this period Kyrgyzstan has achieved significant successes.
Firstly, due to the effective actions of the new leadership, order and stability have been ensured in the country.
Secondly, over the past five years, the Kyrgyz army has significantly strengthened, allowing it to reliably protect the country.
Thirdly, the resolution of disputes over state borders with Uzbekistan and Tajikistan has been the result of the determined work of the new government.
Fourthly, the fight against corruption in recent years has yielded results: budget revenues have increased from 200 million soms to 352 billion soms.
Fifthly, over the past five years, organized criminal groups that previously interfered in the appointment of high-ranking officials have been eliminated.
Sixthly, positive results have also been achieved in the social development of the country: new schools, roads, and cultural facilities have been built.
However, alongside these successes, there are also serious obstacles to further progress. Let us consider them.
Firstly, the growing national debt of Kyrgyzstan, which is close to 9 billion dollars (according to some reports, even up to 12 billion dollars), raises concerns, especially considering that over the past five years, revenues from the development of the "Kumtor" deposit amounted to 5 billion dollars.
Secondly, the rising cost of goods and services is leading to an increase in the number of poor people, with about two million individuals in the country, of which one million are children.
Thirdly, trade and services still account for more than 50% of the country's gross product, while the share of industry remains below 10% excluding "Kumtor".
Fourthly, the migration of the population, especially youth, in search of a better life outside the country continues, which negatively affects Kyrgyzstan.
Thus, the listed achievements and problems lead to the conclusion that the first stage of the current leadership's work has been completed. Based on this, we believe it is necessary to give a new impetus to the country's development by moving to the second stage of active work.
Recently, issues concerning presidential elections have been actively discussed in society. The main disputes are related to two constitutional norms: the old Constitution, under which the current president was elected, and the new one, currently in force.
We would like to draw attention to the fact that the current president was elected in 2021 under the old Constitution, and the new Constitution was adopted in a referendum in April of the same year, clearly stating that the president is elected for five years. On May 5, 2021, the law "On the Constitution of the Kyrgyz Republic" came into force, which provides clarifications regarding the terms of office of the president. Paragraph 1 of Article 3 of this law states that the president elected in 2021 for 6 years carries out his powers in accordance with the Constitution. This has led to disputes among lawyers and politicians: some believe that early elections are the only way out, while others argue that it is necessary to wait for the current term to end.
