An Expert Assessed the Key Achievements of Sadyr Japarov's Five-Year Presidency

According to Russian political scientist Vladimir Lubyanko, the presidency of Sadyr Japarov has marked a significant period for Kyrgyzstan, encompassing five years filled with events. This phase is characterized by important foreign policy initiatives, economic development, and deep institutional reforms, especially against the backdrop of previous crises and frequent changes in power.

One of the most significant achievements of the expert is the successful completion of the delimitation of the border with Uzbekistan. In January 2023, an exchange of ratification letters took place, confirming the final resolution of long-standing territorial disputes.

Additionally, in March 2025, the last package of agreements with Tajikistan was signed, which practically closed the most contentious section of the border in Central Asia. Lubyanko emphasizes that a task that had eluded three previous administrations for nearly 30 years was successfully completed in a short time.

From 2021 to 2025, Sadyr Japarov managed to hold at least eight meetings with Vladimir Putin, indicating active development of bilateral relations. In November 2025, the Russian president made a three-day visit to Bishkek, marking the first such visit in a long time.

Cooperation with China also remains at a high level: in December 2024, the construction of a railway connecting China, Kyrgyzstan, and Uzbekistan began, and trade volume reached nearly $20 billion.

Kyrgyzstan has strengthened its position within the EAEU and CSTO, and in 2025 it chaired the Shanghai Cooperation Organization.

The country's economic indicators demonstrate impressive growth:


After "Kumtor" came under state control, the republic earned $300 million in profit over 2.5 years, which is three times more than in the previous 27 years.

According to the expert, over five years, more than 20 billion soms were returned to the budget, about 70 percent of illegally appropriated assets were transferred to the state, and several former high-ranking officials and criminal structures were held accountable.

The constitutional reform conducted in 2021 finally established a presidential model of governance. Lubyanko noted that such a vertical of power allowed for comprehensive transformations that were impossible within the parliamentary system.

The expert concluded that Kyrgyzstan has confidently emerged from the period of post-revolutionary uncertainty, having clear borders, an active foreign policy, a growing economy, and a defined management course. In the context of Eurasia, Kyrgyzstan has become a more predictable and reliable partner for the EAEU and CSTO countries, Lubyanko summarized.
