Political scientist Bakyt Baketaev provided his analysis of the controversial film dedicated to the activities of the fifth president of the Kyrgyz Republic, Sadyr Japarov. The second episode of this film prompted his reflections, as it discusses in detail the border conflict with Tajikistan and negotiations with President Emomali Rahmon.
As the expert notes, politics is rarely a simple field of "pure morality." More often, it is a world of complex compromises, where decisions made by leaders do not always receive approval. Nevertheless, in such moments, according to Baketaev, the true scale of a leader's personality is revealed.
Absence of War
Bakyt Baketaev emphasizes that many today perceive the absence of a full-scale war between Kyrgyzstan and Tajikistan in early 2021 as something obvious. However, in his opinion, the situation was extremely tense and dangerous.
"The young president, who had just gained significant support from the people, faced a choice: to follow national pride or to sacrifice personal interests for the sake of saving lives. Sadyr Japarov chose the latter," he says.
Furthermore, the political scientist notes that the president entered negotiations in a "bent position" — not physically, but in a political and psychological sense. This approach requires inner strength, not weakness, believes Baketaev.
Strength through Self-Restraint
According to Bakyt Baketaev, there is a common misconception in politics that rigidity always means strength. True strength, he asserts, often manifests in the ability for self-control and self-restraint.
"This was a conscious step that could have been perceived as weakness both within the country and beyond its borders. But it was taken to prevent casualties at the border and to avoid conflict," adds the political scientist.
He also points out that Emomali Rahmon appreciated this decision, and the negotiations took on a more constructive tone. This, he says, is a unique case where both leaders prioritized long-term stability over short-term political gains.
Lessons from the Region
In his reflections, Bakyt Baketaev emphasizes the broader context. He believes that if many modern conflicts were resolved through similar self-restraint, the world could be entirely different. Central Asia, in this aspect, offers an important philosophical and political lesson.
Additionally, he noted the role of Uzbekistan's President Shavkat Mirziyoyev in reducing tensions and developing regional dialogue, which has been a significant factor in stabilization. In his view, the region is gradually transitioning from a logic of mutual distrust to mutual responsibility.
Defending Peace
Nevertheless, Bakyt Baketaev stresses that peace is not only the result of negotiations but also the ability to defend it. Strengthening Kyrgyzstan's defense capabilities and modernizing its armed forces, he says, are key elements of deterrence.
He also mentioned the contribution of Turkish President Recep Tayyip Erdoğan, who provided military-technical support to Kyrgyzstan, including the supply of Bayraktar drones. The political scientist recalled that Sadyr Japarov, as a deputy, visited Northern Cyprus back in the mid-2000s despite international pressure, and this step has not been forgotten in Turkey.
Modern Philosophy
In conclusion, Bakyt Baketaev noted that the leaders of Kyrgyzstan, Tajikistan, and Uzbekistan demonstrated at a critical moment that even the sharpest border conflicts can be resolved based on the principles of the 21st century: responsibility, maturity, and self-control.
"Peace is not a natural state; it must be created," emphasized the political scientist, adding that Central Asia has not only avoided war but has also taken a step towards a new political culture. This is the main lesson that the region can offer to the entire world.
