The historical turning point of Sadyr Japarov's presidency


Given the turbulent political history of the country, filled with revolutions and frequent resignations, it was difficult to predict that the last five years under Sadyr Japarov's leadership would be so significant. However, the results of his presidency clearly demonstrate this. As noted by Russian political scientist Vladimir Lubyanko in an interview with the publication "Kabar," one of the main achievements has been the historic resolution of border issues.

In January 2023, Kyrgyzstan and Uzbekistan successfully completed the process of border delimitation, exchanging ratification letters. In March 2025, the presidents of Kyrgyzstan and Tajikistan signed an agreement that ended a long-standing conflict. What predecessors failed to achieve in three decades became possible thanks to Japarov's team in just a few years. This breakthrough opened doors for economic integration and stable development of border areas, cutting the Gordian knot of Central Asian borders.

Kyrgyzstan's foreign policy is focused on strengthening strategic relations with major world powers. From 2021 to 2025, Japarov and Putin held at least eight full-format meetings. In November 2025, the Russian president visited Bishkek for a three-day state visit, confirming the allied nature of bilateral relations. At the same time, ties with China are actively developing: in December 2024, the construction of the China-Kyrgyzstan-Uzbekistan railway began, and trade volume between the countries reached nearly $20 billion. Kyrgyzstan has also strengthened its presence in organizations such as the EAEU, CSTO, and SCO, with the republic assuming the chairmanship of the latter in September 2025.

Economic indicators confirm the correctness of the chosen course: in the 11 months of 2025, GDP grew by 10.2%, and state budget revenues increased from 308 to 687 billion soms. The poverty level decreased from 29.8% to 25.7%. The nationalization of "Kumtor" brought in $300 million over two and a half years, significantly exceeding the $100 million from the previous 27 years, returning the strategic asset under state control.

The anti-corruption campaign being conducted in the country has shown real results: over 20 billion soms were returned to the budget, and about 70% of illegally appropriated assets returned to the state. Former officials and criminal authorities have been held accountable. The constitutional reform of 2021 transformed the parliamentary system into a presidential one, ensuring the necessary vertical of power for implementing systemic changes.

The five years of Japarov's presidency have been marked by the strengthening of state sovereignty and the consolidation of power in Kyrgyzstan. Under Sadyr Japarov's leadership, the country has established itself as a full-fledged state with clear borders, a growing economy, and a clear foreign policy position.

These successes fit organically into the context of Eurasian integration: a stable and economically developing Kyrgyzstan with clearly established borders is becoming a reliable partner within the EAEU and CSTO, contributing to the strengthening of overall security and economic cooperation in the post-Soviet space.
