The authors of the appeal emphasize that the current president was elected in 2021 under the old Constitution. In April of the same year, a new Constitution was adopted in a referendum, which clearly states that the president is elected for a term of five years. The law "On the Constitution of the Kyrgyz Republic," which came into force on May 5, 2021, contains clarifications regarding the terms of office of the president and the conditions for their election. According to Article 3 of this law, the term for which the president was elected in 2021 is six years and is considered the first term under the new Constitution.
The signatories of the letter noted that there are disagreements among lawyers and politicians: some believe that early elections are the only way to resolve the current legal dispute, while others call for waiting until the established six-year term is completed.
The authors of the appeal are confident that early elections will avoid legal clarifications, public disputes, and possible appeals to the Constitutional Court.
The text of the letter also lists the achievements of the current government, such as resolving issues related to state borders, combating corruption and organized crime, successful social development, and strengthening the army.
Among the problems requiring urgent solutions, they highlight the growth of public debt, rising prices, and population outflow.
The signatories express the opinion that "the first stage of the current leadership of Kyrgyzstan has come to a logical conclusion."
They note that the country's development needs new impulses and call for a transition to the second stage of effective work, which is the basis for their request for early elections.
