Kyrgyzstan: Personnel Changes from February 9 to 13

During the week, significant personnel changes occurred in Kyrgyzstan.

Marlen Mamataliyev was elected as the speaker of the Jogorku Kenesh.


His candidacy received support from 77 deputies, five voted against, one ballot was declared invalid, and four were annulled.

Nurlanbek Turgunbek uulu announced his intention to leave the position of speaker.

Mamataliyev turned out to be the only candidate for this position.

He was born on March 24, 1981, and since 2021 has been a deputy of the VII convocation of the Jogorku Kenesh, as well as the leader of the parliamentary faction "Yntymak." Previously, he headed the committee on budget and economic policy.

In the 2025 elections, Mamataliyev became a deputy of the VIII convocation from single-mandate district No. 22 (First May district of Bishkek), finishing second in the number of votes.

According to the results of the VII convocation of the Jogorku Kenesh, he topped the ranking of initiated and adopted bills.

Changes in the GKNB.


President Kamchybek Tashiev dismissed the deputy chairman of the cabinet of ministers and the chairman of the GKNB. He had held the latter position since October 16, 2020.

Jumgalbek Shabdanbekov was appointed as the acting chairman of the GKNB. Since 2020, he has served as the head of the Ninth Service and was the deputy head of the state committee. He is currently 55 years old and received the rank of major general in 2022.

Shabdanbekov's candidacy will be submitted for approval to the Jogorku Kenesh for the position of chairman of the GKNB.

Also dismissed were Tashiev's deputies: the first deputy chairman of the GKNB Kurvanbek Avazov, the deputy chairman of the GKNB and director of the Cybersecurity Coordination Center Daniel Rysaliev, as well as the deputy chairman of the GKNB and director of the Antiterrorism Center Elizar Smanov.

Rustam Mamasadykov was appointed as the first deputy head of the GKNB.

Uranbek Shadybekov became the deputy chairman of the GKNB and head of the cybersecurity center.

Alisher Erbaev was appointed as the deputy chairman of the State Committee for National Security and director of the Antiterrorism Center of the GKNB.

Abdikarym Alimbaev was relieved of his duties as the first deputy chairman of the GKNB and appointed as the chairman of the State Border Service, which is now not part of the state committee.

Syrgak Berdikozhoev became the chairman of the State Guard Service under the president.


Information about Syrgak Berdikozhoev is quite scarce; it is only known that he has experience working in law enforcement agencies.

Earlier, Sadyr Japarov signed a decree to establish the State Guard Service, which is being formed on the basis of the Ninth Service of the GKNB and reports directly to the president. The service will be responsible for the security of protected facilities and individuals within its competence established by law.

The authorized representative of the president and the cabinet of ministers in the Jogorku Kenesh is appointed Bektur Zulpiyev.


Almasbek Abytov left the position at his own request, having served in this role since 2021.

Bektur Zulpiyev was born on January 28, 1965, previously worked in the president's office, and headed the commission on education issues under the president of the Kyrgyz Republic.

Since September 7, 2023, he has been an advisor to the president of the Kyrgyz Republic and participated in the development of amendments to the Constitution of 1998 and 2003, as well as in the draft Constitution of 2010. He is mentioned in the media as one of the authors of the new edition of the Constitution of Kyrgyzstan.

Adilet Orozbekov was appointed secretary of the Security Council of the Kyrgyz Republic.


Rustam Mamasadykov held this position since December 2025.

Adilet Orozbekov was born in 1978, graduated from the International University of Kyrgyzstan with a degree in "Diplomacy and International Law," and underwent training at the FSB Academy of Russia.

He began his career in 2001 in the national security agencies and worked in various positions until 2017.


Since December 2025, he has held the position of state inspector in the department of defense, law enforcement, and security of the management of control over the implementation of decisions of the president and the cabinet of ministers of the president's administration of the Kyrgyz Republic.

Talant Amanov was appointed as the acting head of OJSC "Tündük."


The powers of the chairman of the board Adilet Jumayeva were terminated.

This decision was made by the sole shareholder — Minister of Digital Development and Innovative Technologies Azamat Jamangulov.

Talant Amanov previously worked as the deputy director and a member of the board of OJSC "Tündük" for the IT block.

Ulan Jusupov was relieved of his duties as Extraordinary and Plenipotentiary Ambassador of Kyrgyzstan to the United Kingdom and Northern Ireland.


He was appointed to this position on March 7, 2022.

Kanbolot Tutuyev was appointed akim of the Kemin district.


Kutpidin Shakirov left the position at his own request.

Kanbolot Tutuyev was born on August 19, 1982, and previously worked in the state and municipal authorities of the Osh region, holding leadership positions.

Antonio Messa became the head coach of the women's national football team of Kyrgyzstan.


This decision was made at the meeting of the executive committee of the KFS on February 10.

Previously, this position was held by Nematjan Zakirov.

In addition to the national team, Antonio Messa will continue to coach the women's U-17 team, which he has led since February 2025.
