On February 10, the President of the Kyrgyz Republic, Sadyr Japarov, issued a decree relieving Kamchybek Tashiev of his duties as Deputy Prime Minister and head of the State Committee for National Security. This news came as a surprise both to the public and to Tashiev himself, and it was followed by other significant changes.

Dismissals in the SCNS

By the decree of President Sadyr Japarov, Kamchybek Tashiev was dismissed from the position of Deputy Prime Minister and Chairman of the SCNS.

Also relieved of their positions were:Abdikarym Alimbaev was also removed from the post of First Deputy Chairman of the SCNS and immediately appointed to another position.

Appointments in the SCNS

Acting Chairman of the SCNS is Jumgalbek Shabdanbekov.

Rustam Mamasadykov now holds the position of First Deputy Chairman of the SCNS, having been relieved of his duties as Secretary of the Security Council. As of February 11, this position had not yet been filled.

Alisher Erbaev has been appointed Deputy Chairman of the SCNS and Director of the Anti-Terrorism Center, while Uranbek Shadybekov has become Deputy Chairman and Director of the Cybersecurity Coordination Center.

Changes in the Structure of the SCNS

The Border Service of Kyrgyzstan has been removed from the SCNS, which occurred after it was joined to the committee in November 2020. Abdikarym Alimbaev became the Chairman of the State Border Service.

A State Guard Service has been established under the President of Kyrgyzstan, formed based on the 9th service of the SCNS, and it is headed by Syrgak Berdikozhoev.

According to Kaktus.media, this is just the beginning of reforms expected in the State Committee for National Security. After the appointment of a new head of the agency, significant changes are anticipated, and the special services will focus on their core tasks, such as counterintelligence and combating extremism.

Reasons for Kamchybek Tashiev's Dismissal

As of February 11, the president had not commented on this dismissal. However, spokesperson Askhat Alagozov stated that the decision was made in the interests of the country to avoid a split in society and to strengthen unity.

Alagozov also clarified that behind actions disguised under Tashiev's name were individuals such as Bekbolot Talgarbekov and Emilbek Uzakbaev, who called on people to "join the general" and created tension in society.

Appeal to the President for Early Elections

Although not directly stated, the "split" may refer to an appeal requesting the "immediate appointment of early presidential elections," signed by 75 individuals. The full list can be found here.

On February 11, these individuals were summoned for questioning by the police, and three of them were detained. Their initials correspond to the names of Bekbolot Talgarbekov, Emil Uzakbaev, and Kurmanbek Dyykanbaev, mentioned by Alagozov.

Kamchybek Tashiev's Reaction

In his address, Tashiev noted that he was in Germany for a medical examination and was surprised by his dismissal: "I have honestly served my people and am proud of it. It is only disappointing that I did not have the opportunity to say goodbye to my colleagues. We must act within the framework of the law to ensure peace and stability in the country," his statement said.

Moreover, Kamchybek Tashiev continues to hold the position of President of the Kyrgyz Football Union and Vice President of the National Boxing Federation of Kyrgyzstan. He is also the head of the Board of Trustees of the KRSU.
