The initiators also sent a letter to the speaker of the Jogorku Kenesh
A group of 75 people, including scientists, former deputies, and former prime ministers, called on President Sadyr Zaparov and Speaker Nurlanbek Turgunbek uulu to initiate new elections for the head of state as soon as possible.
In their appeal, the signatories emphasize that the current president was elected in 2021 based on the old Constitution. In April of the same year, a new Constitution was adopted in a referendum, which defines the presidential term as five years. The law "On the Constitution of the Kyrgyz Republic," which came into force on May 5, 2021, clarifies that the president elected for six years in 2021 performs his duties in accordance with the new Constitution, and this term is considered the first.
The letter notes that there are disagreements among lawyers and politicians: some believe that early elections are the only way to resolve the current situation, while others suggest waiting for the end of the six-year term.
The signatories are confident that organizing early elections will help avoid various interpretations, public debates, and possible appeals to the Constitutional Court.
The appeal also mentions the achievements of the current government, such as successfully resolving issues related to state borders, combating corruption and organized crime, as well as improvements in the social sphere and strengthening military forces.
However, the authors of the letter draw attention to a number of problems requiring immediate intervention, including rising public debt, increasing prices, and population migration.
The signatories conclude that "the first stage of the current leadership's work in Kyrgyzstan is complete."
They emphasize the need for new initiatives for the further development of the country and the transition to the second stage of quality work, which justifies their call for early elections.
