Resignation of Kamchybek Tashiev and Other Changes. Briefly (Updated)

On February 10, the President of the Kyrgyz Republic, Sadyr Japarov, signed a decree according to which Kamchybek Tashiev was relieved of his duties as Deputy Chairman of the Cabinet of Ministers - Chairman of the State Committee for National Security. This news came as a surprise both to Tashiev himself and to most citizens.

Dismissals in the SCNS

On the same day, February 10, the president signed a decree dismissing not only Kamchybek Tashiev but also other high-ranking officials. In particular, the First Deputy Chairman of the SCNS, Kurvanbek Avazov, was also dismissed, along with the Deputy Chairmen of the SCNS, Daniyar Rysaliev and Elizar Smanov.

Additionally, Abdykarim Alimbayev was removed from his position as First Deputy Chairman of the SCNS and was immediately appointed to another position.

Appointments in the SCNS

Acting Chairman of the SCNS became Jumgalbek Shabdanbekov. Rustam Mamasadykov was appointed as the First Deputy Chairman of the SCNS, while Alisher Erbaev became the Deputy Chairman and Director of the Anti-Terrorism Center.

Also, Uranbek Shadybekov was appointed as the Deputy Chairman of the SCNS and Director of the Cybersecurity Coordination Center.

Structural Changes in the SCNS

The Border Service was removed from the SCNS, which was an important step, considering it was integrated into the SCNS in November 2020. Abdykarim Alimbayev became the Chairman of the State Border Service.

A State Guard Service was also established under the President of the Kyrgyz Republic based on the 9th Service of the SCNS, with Syrgak Berdikozhoev appointed as its chairman.

On February 11, sources from Kaktus.media reported that this is just the beginning of grand reforms in the State Committee for National Security. Changes in structure and a return to the core functions of the special services are expected.

According to sources, the area of activity of the special services will focus on counterintelligence, intelligence, and the fight against extremism and terrorism.

On February 13, Sadyr Japarov confirmed in an interview with the Kabar agency that the SCNS would undergo reforms, adding that the agency "has fulfilled its mission, but now it is necessary to adapt to new challenges."

Reasons for Kamchybek Tashiev's Resignation

According to the president's press secretary, Askat Alagozov, the reason for the resignation was the desire to strengthen unity in society and prevent a split among state structures. Alagozov clarified that some individuals, using Tashiev's name, attempted to incite others to actions that could lead to negative consequences.

On February 13, in an interview, Sadyr Japarov also mentioned that signs of a split are already observed in parliament, and he has facts of threats against deputies from the general.

The president added that the decision to dismiss was made to prevent further negative consequences.

Appeal for Early Elections

The "split" refers to an appeal from a group of 75 individuals requesting the appointment of early presidential elections. A full list of signatories can be found here.

On February 11, these individuals were summoned for questioning by the police, and by February 16, five of them had been detained.

Reaction of Kamchybek Tashiev

In his address published on February 11, Tashiev admitted that his dismissal was unexpected for him, but he would follow the president's decisions. He expressed pride in his service to the homeland and wished success to his colleagues in the SCNS.

He also emphasized the importance of legality and stability in the country. On February 13, Tashiev returned to Kyrgyzstan without completing his treatment.

At present, Kamchybek Tashiev continues to hold the position of President of the Kyrgyz Football Union and is the Vice President of the National Boxing Federation of Kyrgyzstan.

Other Resignations

Following the changes in the SCNS, there were many other personnel reshuffles. On February 12, the Speaker Nurlanbek Turgunbek uulu resigned, and Marlen Mamataliyev became the new speaker.

On February 13, the representative of the president in the Jogorku Kenesh was replaced; instead of Almasbek Abytov, Bektur Zulpiev was appointed to this position.

The Central Election Commission also approved new deputies from the multi-mandate district No. 13. Thus, the parliament welcomed Aibek Altynbekov, Aigul Karabekova, and Talant Mamytov.

On February 14, a new head of the SCNS for Bishkek was appointed - Ulan Biibosunov.

The next day, it became known that Jakypbekov was arrested.
