The development of agricultural land in Kyrgyzstan is proposed to be restricted by a new law.

In Kyrgyzstan, a draft law has been proposed that amends the Civil and Land Codes, as well as the Code of Offenses. This document aims to protect agricultural lands and prevent their non-targeted development.

According to the presented project, agricultural lands can be recognized as of exceptional value and an important element of national security. In this context, landowners and users will be required to maintain soil quality and prevent the degradation of agricultural lands.

The draft law also includes tightening the rules regarding land conversion. In particular, for especially valuable agricultural lands being converted for commercial development, it is proposed to double the compensation for the loss of agricultural production.

Additionally, the possibility of expropriating land plots is proposed if intentional deterioration of soil quality is discovered with the aim of transferring the land to less valuable categories.

The changes also clarify the responsibility for violations of land use regulations.

For the use of land plots in ways that lead to loss of fertility or pollution, it is proposed to establish fines: 3,000 soms for individuals and 13,000 soms for legal entities.

As stated in the justification, this initiative is aimed at protecting arable land, ensuring food security, and preventing chaotic development of agricultural lands.
