From that moment, a wave of significant personnel changes began in the country's law enforcement agencies, parliament, and government. Kaktus.media summarizes these events in chronological order.
State Committee for National Security
On the same day, February 10, Jumgalbek Shabdanbekov was appointed as the acting chairman of the GKNB, and on February 19, the president officially confirmed him in this position.Additionally, on February 10, the following changes occurred in the GKNB:
- Rustam Mamasadykov became the first deputy chairman of the GKNB, replacing Kurvanbek Avazov; the latter was relieved of his position as secretary of the Security Council.
- Uranbek Shadybekov took the post of deputy chairman of the GKNB, succeeding Daniyar Rysaliev, and Alisher Erbaev became the new director of the Anti-Terrorism Center, replacing Elizar Smanov.
On the basis of the 9th service of the GKNB, the State Guard Service was established on February 10, headed by Syrgak Berdikozhoev on February 11.
On February 14, Ulan Biibosunov became the new head of the Main Directorate of the GKNB for Bishkek, replacing Eldar Jakypbekov, who was soon arrested. On February 16, an employee of the GKNB named Sydyk Duyshenbiev was detained, as well as an investigator from the Chui region nicknamed Vaseline. On February 27, it became known about the detention of five more GKNB employees and the dismissal of six in the case of Jakypbekov.
On February 16, Salmoora Jumabekov was removed from the position of head of the GKNB for Osh, and his place was taken by Kanat Tabaldiev.
On the following day, February 17, a new deputy chairman of the GKNB was appointed - Akylbek Namazov, who replaced Timur Shabdanbekov.
Ministry of Internal Affairs
A new head of the Foreign Intelligence Service was appointed in the Ministry of Internal Affairs - Mirlan Ryskel'diev, who previously held the position of deputy. Ulan Biibosunov became the head of the Main Directorate of the GKNB for Bishkek.Numerous resignations in the Ministry of Internal Affairs are also related to the case of Eldar Jakypbekov.
On February 16, Rufat Abdurazakov, head of personnel for the Chui region's Internal Affairs Directorate, and a close relative of the former head of the GKNB, was dismissed. Chyngyz Tokoldoshev, head of the Balikchy Internal Affairs Directorate, who was also a close friend of Jakypbekov, was also removed from his position. He was detained on February 27.
Ayzatbek Uchbaev, deputy head of the Pervomaisky Internal Affairs Directorate of Bishkek, who was a friend of Jakypbekov, was also relieved of his duties.
General Prosecutor's Office
Changes occurred in the General Prosecutor's Office: Baymurza Maatov was relieved of his position as first deputy general prosecutor, and Malik Bekturganov took his place. Zalkarbek Aknaazarov became the new deputy general prosecutor.Kamchybek Tashiev's nephew, Nurgazy Matisakov, was dismissed from the position of head of the Transport Prosecutor's Office.
Government
On February 13, Bektur Zulpiyev became the authorized representative of the president and government in the Jogorku Kenesh, replacing Almasbek Abytov, who left voluntarily.On February 16, President Sadyr Japarov signed decrees relieving three ministers of their duties:
- Absattar Syrgabaev was relieved of his position as Minister of Transport and Communications, and Talantbek Soltobaev was appointed in his place.
- Medir Mashiev left his post as Minister of Natural Resources, Ecology, and Technical Supervision, replaced by Akyl Toktobaev.
- Boobek Ajikeev was removed from the position of Minister of Emergency Situations, and the new minister became Urmatbek Shamyrkanov, who, however, was dismissed on March 10, and his place was taken by Kanatbek Chynybaev.
On the same day, Kanaybek Dosmambetov, Minister of Health, was dismissed, and Damirbek Osmonov took his chair.
Deputies were replaced in the Ministry of Science, the Ministry of Health, the Ministry of Emergency Situations, and the Ministry of Justice.
Jogorku Kenesh
On February 10, information appeared about the possible resignation of Speaker Nurlanbek Turgunbek uulu, who was in Turkey. However, the press service denied this, and on February 12, he did resign, with Marlen Mamataliyev becoming the new speaker. Later, he gave up his mandate, and the new deputy became Jaiylobai Nyshanov.A week later, Vice-Speaker Karim Khandzha also resigned, and he was replaced by Bolot Ibragimov. On February 26, Vice-Speaker Chyngyz Ajibayev also left his post, and Medерbek Aliyev took his place.
Changes also occurred in parliamentary committees: Elvira Surabaldiyeva became the chairperson of the Committee on International Affairs. On February 25, chairpersons for two new committees were elected: Gulkan Moldobekova headed the Committee on Labor and Social Issues, Suyunbek Omurzakov - the Committee on Judicial and Legal Issues, and Zhyldyz Kurmanalieva became the deputy chairperson of the second committee.
Since February 10, the following have resigned their mandates:
- Nurlanbek Turgunbek uulu - his place was taken by Jaiylobai Nyshanov;
- Kunduzbek Su laymanov - he was replaced by Rayimberdi Duyshenbiev;
- Eldar Sulaymanov - his place was taken by Azizbek Abdullayev;
- Janar Akayev (became the mayor of Osh) - his place was taken by Talaybek Sarybashov;
- Kuvanychbek Kongantiev - the next deputy should be Chingiz Aydarbekov.
Cities
On February 18, the mayor of Osh became former deputy Janar Akayev, replacing Zhenishbek Toktorbaev.On February 20, it became known about the removal of Mayor Manas Ernisbek Ormokov, and his place was taken by Abdipat Matkalikov.
On March 6, Altynbek Ergeshov was dismissed from the position of mayor of Tokmok, and he was replaced by Kutpidin Shakirov.
On March 9, the mayor of Karakol also changed: Kanybek Adiev was replaced by Talantbek Imankulov, who previously held the position of special representative of the president.
Other appointments
Kutman Mamyrov headed the State Agency for Personal Data Protection. On March 5, Kazybek Moldazhiyev was relieved of his duties as director of the State Agency for Physical Culture and Sports, and the new director became Urmat Asanbaev.Galina Bayterek was appointed head of the publishing house "Kyrgyz Tuusu," and Samat Erkinbekov became the head of the directorate for non-Olympic sports.
