Erlist Akunbekov has been appointed Deputy Chairman of the Cabinet of Ministers, responsible for water resources, agriculture, and the processing industry. His duties include coordinating water policy, supporting farmers, and developing the processing sector.

Damirbek Osmonov has been appointed the new Minister of Health, replacing Kanybek Dosmambetov, who held this position since December 24, 2025.
Damirbek Osmonov is an experienced cardiologist, aged 44. He is the head of the Cardiology Department at the International Medical University of Bishkek and the chief freelance interventional cardiologist of the Ministry of Health of the Kyrgyz Republic.
Osmonov is also known as a leading specialist in cardiovascular diseases and participates in international medical projects. He is the founder and chief physician of the private clinic "Bikard".
Aybek Aydarov has taken over as Deputy Minister of Justice, replacing Orozbek Sydykov, who oversaw legal expertise and interaction with government agencies since 2023.
Previously, Aydarov worked as the head of the Legal Support Department at the Ministry of Economy and Trade of the Kyrgyz Republic.
Elanara Subakojoeva has been appointed Deputy Minister of Digital Development and Innovative Technologies. Subakojoeva began her career in 2008 at MegaCom and has risen to leadership positions in the telecommunications sector.
In 2017, she headed the State Communication Agency, implementing a platform for open bidding for radio frequencies, which contributed to increased budget revenues. From 2024 to February 2026, she was the head of the state operator MEGA.
Iskender Sulaymanov has become Deputy Minister of Emergency Situations. He was born on September 15, 1985, and previously held various positions in the parliament and the apparatus of the Jogorku Kenesh.
Kanatbek Chynybaev has also become Deputy Minister of Emergency Situations, replacing Akyldbeka Mazaripov, who is now the First Deputy Minister, while Azamat Mambetov has become Deputy Minister.
Amantur Tursuniyazov has been appointed Deputy Minister of Natural Resources, Ecology, and Technical Supervision, and has also taken over the Kyrgyz Geological Service.
Previously, he served as Deputy Head of OJSC "Kyrgyzaltyn" and Deputy General Director of GP "Kyrgyzkomur".
These appointments are part of reforms aimed at improving the functioning of key sectors of the economy and social sphere.
Changes in the Jogorku Kenesh.
Deputy Medербек Aliyev has been elected First Deputy Speaker of the Jogorku Kenesh from the deputy group "El ümitü – Ata Jurt". His candidacy was supported by 74 deputies, with 3 voting against.
Chyngyz Ajibayev has resigned at his own request.
Two new deputies Rayimberdi Duyshenbiev and Jailoobai Nyshanov have taken the oath. Duyshenbiev is registered from district No. 14, replacing Kunduuzbek Sulaymanov, and Nyshanov from district No. 15, replacing Nurlanbek Turgunbek uulu.
Rayimberdi Duyshenbiev previously held the position of Chief of the General Staff of the Armed Forces of the Kyrgyz Republic.
The new head of the Jogorku Kenesh apparatus is Almasbek Abytov, who previously served as the authorized representative of the president and the cabinet in the Jogorku Kenesh.
Aybek Iminov has become Deputy Chairman of the National Agency for Religious Affairs.
He previously worked in the regulation of religious organizations and the expertise of religious activities.
Aybek held the position of head of the expertise department in the State Commission for Religious Affairs, which was transformed into the National Agency.
Resignations of district akims.
The akim of the Kara-Suu district Kanat Tabaldiev has resigned at his own request, having held this position since August 2024.
A similar decision was made regarding Manas Murataliev, the akim of the Toguz-Toro district, who was appointed in June 2023.
Changes in city administrations.
The Director of the Department of Physical Culture and Sports of the Bishkek City Hall has been appointed Kanatbek Mamatova, who previously held the position of head of the department.
The Deputy Director is Rustam Alisherov, who worked as the chief inspector in the city hall.
The First Deputy Mayor of Osh has been appointed Omorbek Torobaev, who previously worked in the State Tax Service.
It should be noted that last week all vice-mayors of Osh were dismissed in connection with the appointment of a new mayor.
Ernis Toltoev has taken the position of Deputy Mayor of Osh, replacing Sonunbek Junusbaev.
He will be responsible for public services and the development of transport infrastructure.
Myktybek Osmonaliev has been appointed head of the Osh city hall apparatus, replacing Masuda Aydarbekova, who is now the Deputy Mayor.
The mayor of Kant Ulan Maylibashev has resigned at his own request, having served since June 2021.
The First Deputy Mayor of Manas is Damirbek Davlyanov, who has a higher legal education and previously worked in the Ministry of Internal Affairs.
Kubanychbek Imanaliev, the former First Deputy Mayor of Manas, resigned at his own request.
Mirgul Egemova has been appointed Deputy Mayor of Manas for construction, having previously headed the city hall apparatus.
The mayor of Shopokov Radzhu Noruzbaev has resigned at his own request, having held this position since the summer of 2025.
