Mamyrova was born on January 18, 1980, in Przhevalsk, now known as Karakol, in the Issyk-Kul region.
In 2002, she graduated from the Kyrgyz National University named after J. Balasagyn with a degree in "Linguistics (English language)." Later, she attended professional development courses in Kyrgyzstan, India, and China, focusing on public administration and human resource development.
Career:
- From December 2002 to September 2004, she worked as a lecturer at the I. Arabayev Kyrgyz State University.
- From July 2005 to July 2006, she held the position of inspector in the Karakol city administration.
- From July 2006 to July 2007, she was a public relations expert in the project "Rehabilitation of Drinking Water Supply in the City of Karakol" (SECO).
- From September 2007 to November 2008, she worked as an administrator and human resources manager at JSC "Kalina."
- In 2009-2010, she served as the chief specialist in the personnel department of the Issyk-Kul regional administration.
- From November 2010 to July 2012, she headed the territorial division sector of the Issyk-Kul region in the Ministry of Youth Affairs.
- From July 2012 to October 2013, she was the head of the Issyk-Kul regional department of the Ministry of Youth Affairs.
- From October 2013 to March 2014, she held the position of head in the Ministry of Labor, Migration, and Youth.
- In March 2014, Mamyrova served as acting state secretary in the same ministry until January 2015.
- From February to August 2015, she worked as a project coordinator at the NGO "Kyrgyz Alliance for Water and Sanitation."
- From August 2015 to October 2016, she held a similar position at the NGO ALM "Free Generation" (USAID).
- From November 2016 to November 2019, she headed the policy analysis and international cooperation department at the Agency for Primary and Secondary Vocational Education under the Ministry of Education and Science of the Kyrgyz Republic.
- From November 2018 to February 2019, she worked as an expert at the NGO SBDC Consult.
- From February 2019 to April 2022, she was the national coordinator within the ADB education sector development program, project "Skills for Inclusive Growth."
- From April 2022 to October 2025, she held the position of head of the Primary Vocational Education Department in the Ministry of Education and Science.
- From October 2025 to February 16, 2026, Mamyrova will be the head of the school education department in the Ministry of Education.
