Deputies discuss appointments in the Ministry of Emergency Situations, Ministry of Natural Resources, and Ministry of Transport
In the Jogorku Kenesh, the candidacies for the positions of ministers of three departments are being reviewed in committees: emergency situations, natural resources, ecology and technical supervision, as well as transport and communications. Below is a brief overview of each candidate.

Urmattbek Shamyrkanov was born on October 7, 1969. Military rank — Major General.
He has higher education: in 1996, he graduated from the Kyrgyz State National University. He received military education at the Academy of Civil Defense of the Ministry of Emergency Situations of Russia (2008), where he also completed his postgraduate studies (aspirantura) in 2011. He is a candidate of technical sciences in the specialty "Safety in Emergency Situations," and an associate professor.
He began his career in the late 1980s. He served in the Armed Forces of the USSR, worked in civil defense and the Ministry of Emergency Situations structures. He held positions as the head of the civil defense staff of the Jumgal district, deputy commander of a military unit in Batken, a lecturer in Osh, and commander of search and rescue units.
Over the years, he headed the Ministry of Emergency Situations department for Bishkek, the operational management of the ministry, and the center for training divers and underwater technical work.
Since 2020, he has held the position of Deputy Minister of Emergency Situations.

Talantbek Soltobaev was born on July 2, 1982.
He began his career as an intern and assistant to the head of the marketing department at Gazprom Neft Asia LLC, then worked as a consultant at the tourism company SkylineAsia.
From 2008 to 2010, he interned in the Jogorku Kenesh department for international affairs and inter-parliamentary cooperation, later — in the reception of the head of the parliament's apparatus. Since 2010, he has worked as a consultant and then an expert in the relevant committees of the Jogorku Kenesh.
His biography also includes a high-profile episode: on September 1, 2025, it became known about the detention of the first deputy minister of transport and communications in connection with the capital repairs of Sheraliyev and Lenin streets in Naryn. After public criticism of the prolonged repairs, Soltobaev was relieved of his position.

Akyly Toktobaev is 33 years old. He graduated from the Kyrgyz-Russian Slavic University with a degree in "World Economy," and then obtained a master's degree at the Kyrgyz State Law Academy in "Jurisprudence."
He began his professional path as an intern and assistant to the head of the marketing department at Gazprom Neft Asia LLC, later working as a consultant at the tourism company SkylineAsia.
From 2008 to 2010, he interned in the Jogorku Kenesh department for international affairs and inter-parliamentary cooperation, then in the reception of the head of the parliament's apparatus.
Since 2010, he has worked as a consultant and expert in the relevant committees of the Jogorku Kenesh, including the committee on land and agricultural issues, water resources, ecology, and regional development. Later, he moved to the committee on the fuel and energy complex, where he currently works as an expert.
Additionally, the deputies of the committee on constitutional legislation, state structure, local self-government, and the regulations of the Jogorku Kenesh approved all three candidacies without discussion or questions.
