The State Committee for National Security (GKNB) established that during the preparation of project and estimate documentation, some construction companies deceived by providing false information about the planned facilities. This data was used to obtain approvals for the construction of residential complexes in the city of Osh.
Construction companies, aiming for profit, built commercial properties while being obligated to provide residents with the necessary parking spaces. Officials from the architecture department of Osh, instead of fulfilling their duties to improve urban infrastructure, colluded with representatives of these companies.
This led to systematic violations of legislation in the field of urban planning, which in turn delayed construction timelines, caused dissatisfaction among investors, and worsened the traffic situation in the city, creating congestion and increasing the burden on urban infrastructure.
Based on the collected materials, the GKNB initiated a criminal case, within which the first deputy chief architect of Osh, T.Y.K., and architecture specialist T.Z.M. were detained. They have been placed in the temporary detention facility of the GKNB.
Currently, the investigation of the criminal case is ongoing, within which measures are being taken to identify corruption crimes in the field of urban planning in the city of Osh.
