















In Osh, manipulations with parking lots during the construction of residential complexes have been uncovered, leading to the detention of several officials from the architecture department. According to information from the State Committee for National Security of the Kyrgyz Republic (GKNB KR), project organizations and construction companies used schemes to provide distorted data about the availability of parking spaces for residents, which became the basis for approving construction projects with local architectural authorities.
“Construction companies aimed to profit by erecting commercial facilities instead of meeting residents' needs for parking spaces,” the agency reported.
Moreover, architects, whose task was to develop urban infrastructure and create comfortable conditions for residents, effectively colluded with developers, as stated in the report.
These actions led to systematic violations of legislation in the field of urban planning, which, in turn, caused delays in the construction of facilities, dissatisfaction among citizens, worsening traffic situations, and increased pressure on urban infrastructure.
Based on materials collected by GKNB KR, a criminal case has been initiated, within which the first deputy chief architect of Osh, T.Y.K., and a specialist of the architecture department, T.Z.M., have been arrested.
Currently, investigative actions are ongoing to identify corrupt crimes in the field of urban planning in the city.
