The Deputy Minister of Construction explained why there are high salaries in the agency

He noted that large payments are received exclusively by rare specialists


At a meeting of the committee of the Jogorku Kenesh, the Deputy Minister of Construction, Architecture, and Housing and Communal Services, Talantbek Imanakun uulu, commented on the situation with high salaries in the institutions under his jurisdiction and explained the reasons for this phenomenon.

The Deputy Minister emphasized that architecture is a complex and rare specialty that requires long-term training.
“Architects study for 6-7 years, while many other specialists complete their education in 5 years,” added Imanakun uulu.

He also reminded that in the construction market, the cost of an architect's services ranges from 15 to 20 dollars per square meter, and when developing large projects, the amount becomes significant. Previously, the state delegated this work to private companies.
“Private firms developed projects, earned money, while we filled their pockets,” he noted.

Due to constant complaints about bureaucracy and delays, especially regarding the construction of schools and kindergartens, the ministry decided to create an architectural department capable of conducting design work independently. Highly qualified architects and designers were attracted for this purpose, who require competitive salaries to remain in public service.

Imanakun uulu cited the example of specialist Nurlan Choroeyev, who earned 477,368 soms in a month by performing topographic surveys over an area of more than 4,800 hectares. However, it is worth noting that he only receives payment when there are orders, and prior to this, he had no salary for 4 months.
“Not everyone can perform topographic surveys. This includes all aspects — from underground cables to pipes. Without this, it is impossible to start construction,” explained the Deputy Minister.

Moreover, he noted that high salaries are not received by all employees, but only by narrow specialists, such as architects and technologists. Specifically, there are only eight technologists in the country necessary for the construction of medical facilities.
“We are completely dependent on these eight people,” he said.

The Deputy Minister also spoke about the financial model of the ministry. According to him, only 45 employees receive salaries from the Ministry of Finance, while more than 2,200 people do not receive any funds from the state.
“This is the only ministry that is completely self-sustaining, not receiving budget funds, and still pays taxes,” added Imanakun uulu.

He reported that the architectural department transferred 68 million soms to the budget in the form of taxes over the year.

The Deputy Minister also noted that his salary is 64,000 soms, while ordinary specialists in the ministry receive about 45,000 soms, which is lower than that of similar workers in other state institutions.

Earlier, the Minister of Construction, Architecture, and Housing and Communal Services, Nurdana Oruntaev, noted that the salaries of employees in the institutions subordinate to the ministry reach 500,000 soms, which caused a wide public outcry.
