Week-24. General's meteor shower, and what is being demolished again in the center of Bishkek
This week, significant personnel changes occurred in the security structures of Kyrgyzstan. Ulan Niyazbekov was appointed to the position of police general-colonel, and Jumgalbek Shabdanbekov became a general-lieutenant in the GKNB. All his deputies also received the rank of major-general.

While some rejoiced at the new appointments, others left their positions. For example, Bakyt Torobaev, who held the post of Deputy Prime Minister and Minister of Water Resources, Agriculture, and Processing Industry, resigned voluntarily. His departure is linked to recent political events and audio recordings; however, he himself denies any involvement in these facts.

Erlis Akunbekov took Torobaev's place. Akunbekov, 42, hails from Osh and holds degrees from Osh State University and the Moscow State University of Management. He is the owner of the agribusiness company ATS-Group and heads the Association of Fertilizer Suppliers.

Also relieved of his duties was the Minister of Health, Kanybek Dosmambekov, who had led the department since December 2025. His position was taken by Damirbek Osmonov, who was appointed to this role.

The personnel changes also affected the Jogorku Kenesh. Gulsunkan Junushalieva and Bolotbek Borbiev resigned from their positions as heads of the committee on judicial and legal issues and law enforcement, combating crime, and countering corruption, as well as the committee on labor and social issues. Their posts were filled by Suyunbek Omurzakov and Gulkan Moldobekova, respectively. At the same time, deputies Rayimberdi Duyshenbiev and Jayloobai Nyshanov took their oaths of office.

In Bishkek, work has begun on the demolition of metal structures near the Central Department Store (TSUM). These buildings have been deemed illegal as their design did not comply with the approved sketches and violated the fountain zone. Mayor Aibek Junushaliev has taken control of the dismantling process and demanded the area be returned to its original state. We await further news on this matter.

In 2025, 226 people were held accountable for dropper fraud in Kyrgyzstan. In response, the police intensified preventive work, informing citizens about the risks of selling their bank cards and personal data, which could be used by fraudsters to withdraw stolen funds.

Starting April 1, vehicle re-registration in the country will be conducted exclusively online through the "Tunduk" system. Visiting the State Center for Registration of Vehicles and Driver's Licenses ("Unaa") will not be necessary, except for obtaining technical passports and license plates. In the future, there are plans to implement home delivery of documents to completely eliminate the need for personal visits to the center.

The share of electric vehicles in Kyrgyzstan remains less than 1 percent (0.8 percent), despite a significant increase in their numbers in recent years. The total vehicle fleet in the country has reached 1 million 909 thousand cars, of which 51 percent still run on gasoline. To improve the environmental situation in Bishkek, more than 100 charging stations have been installed.

The country's gold and foreign exchange reserves have reached a record high, exceeding $10 billion 177 million. Over the past year, assets have nearly doubled, increasing by 96 percent. These reserves serve as a reliable financial buffer to ensure the stability of the national currency.

Additional interesting events and important news are covered in the review "Week-24".

In February, noticeable personnel changes occurred in the country. Following the unexpected resignation of Kamchybek Tashiev, many ministers, mayors, and deputies lost their positions. The State Committee for National Security also underwent not only personnel but also structural changes.

Why is there a massive purge of personnel associated with Tashiev in the KR?

The situation indicates that a cleansing is taking place of people linked to the general. Many are surprised by the dismissal of Bakyt Torobaev and Kanybek Dosmambekov when viewed as part of deeper changes in the logic of power rather than merely a matter of trust.
