
President Sadyr Japarov has signed a decree aimed at simplifying the conditions for Kyrgyz banks to enter international financial markets. This document, dated March 6, 2026, is intended to enhance the competitiveness of the country's banking sector and facilitate the operations of financial institutions in foreign jurisdictions.
According to the decree, the National Bank of the Kyrgyz Republic has been given three months to improve the regulatory framework that will govern the activities of Kyrgyz banks' branches abroad. The regulator will need to establish clear requirements for annual capitalization to ensure the financial stability and uninterrupted operation of these institutions. The National Bank has also been tasked with preparing a package of legislative initiatives for the full implementation of the provisions outlined in the document.
The decree pays special attention to security and compliance issues. Banks opening branches outside the country are advised to strictly adhere not only to the legislation of Kyrgyzstan but also to the legal norms of the host countries, as well as international standards for combating the legalization of criminal proceeds. An important aspect is the necessity to consider the sanctions in foreign jurisdictions and ensure full transparency and accuracy in reporting on the activities of their foreign branches.
Experts believe that the changes in the rules will have a positive impact on the economic situation in the country. For businesses, this will create opportunities for more convenient international payments and an expansion of financial instruments. Ordinary citizens will be able to access higher-quality banking services, including simplified procedures for money transfers and account servicing, as well as the use of national cards abroad.
The decree comes into effect ten days after its publication.
