Bakyt Torobaev has been appointed as the special representative of the president for special assignments. Previously, he held the position of Deputy Prime Minister and Minister of Agriculture.
Mirlankbek Baigonchokov in a new role
Mirlankbek Baigonchokov has become the Deputy Minister of Labor, Social Protection, and Migration, replacing Bakyt Darmankul uulu. Before this, he served as the First Deputy Mayor of Bishkek.
Sayra Izakova — First Deputy Minister of Justice
Sayra Izakova has been appointed as the First Deputy Minister of Justice. She was born on March 16, 1987, and graduated from the Kyrgyz National University named after Jusup Balasagyn with a degree in Law. In her career, she has progressed from a specialist to the head of relevant departments in the central office of the Ministry of Justice and previously held the position of Deputy Minister of Justice.
Kubanychbek Imanaliev in the position of Deputy Mayor
Kubanychbek Imanaliev has been appointed as the First Deputy Mayor of Bishkek, replacing Mirlankbek Baigonchokov, who is now the Deputy Minister of Labor. Imanaliev was selected from the municipal personnel reserve.
Kairat Mamatov heads the Financial Market Regulation Service
Kairat Mamatov has been appointed as the Chairman of the Service for Regulation and Supervision of the Financial Market under the Ministry of Economy and Commerce. His predecessor, Marat Pirnazarov, left this position after serving since May 2023. Mamatov was born on February 26, 1982, and has a higher education in economics. Previously, he was a member of the Central Election Commission, elected from the quota of the parliamentary faction "Respublika — Ata Jurt" in 2021.
Changes in the Jogorku Kenesh
Four new deputies of the Jogorku Kenesh have taken the oath. Ulukbek Ormonov replaced Kurmankul Zulushov, Mavlyuda Kalberdieva replaced Shairbek Tashiev, Baktybek Choybekov replaced Nurlanbek Azygaliev, and Altynkul Murzakimova replaced Gulsyunkan Junushalieva.
Some deputies submitted applications for resignation, and the following were appointed in their places:
- Bakyt Tentishev — Chairman of the Committee on Industrial Policy, Transport, Fuel and Energy Complex, Architecture, and Construction;
- Gulnara Akimbaeva — Chairwoman of the Committee on Constitutional Legislation and Local Self-Government;
- Kubanychbek Samakov — Chairman of the Committee on Agrarian Policy;
- Yrysbek Atazhanov — Chairman of the Committee on Science and Education.
Deputy chairpersons of the committees were also elected: Zhanibek Amatov became the Deputy Chairman of the Committee on International Affairs, Gulsharkan Kultaeva — Deputy Chairwoman of the Committee on Constitutional Legislation, Sovetbek Rustambek uulu — Deputy Chairman on Labor and Social Issues, and Nurjamal Torobekova — Deputy Chairwoman on Science and Culture.
New Head of the National Bank
Almaz Baketaev has been appointed as the head of the National Bank. He replaces Melis Turgunbaev, who resigned. Baketaev was born on January 20, 1971, and has higher technical and economic education. He began his career in the tax authorities and previously held the position of Minister of Finance of the Kyrgyz Republic since 2021.
Aigul Ryskulova heads the EEC Department
The Department of Labor Migration and Social Protection of the EEC is now headed by Aigul Ryskulova, born in 1964. She graduated from the Faculty of Law of the Kyrgyz State University and has worked in various social protection structures, including the position of Minister of Labor and Social Development.

Iyad bin Ghazi Hakim has officially begun his activities in Kyrgyzstan. His predecessor, Ibrahim bin Radi Al-Radi, worked in the country since June 2021.

Kiyalbek Tashpolotov has been appointed as the director of the Republican Center for Medical and Social Expertise, replacing Elmira Ramankulova.
